- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S Nuclear Regulatory Commission (NRC), Office of Nuclear Research (RES), intends to award a sole source contract to the Gulf Coast Research Center for Evacuation and Transportation Resiliency, Louisiana State University (LSU), 3418 Patrick F. Taylor Hall, Baton Rouge, LA 70803, for support in conducting applied research on evacuation modeling techniques that will be used to enhance current NRC guidance on the development for Evacuation Time Estimates Studies (ETEs). This information gained by the study will provide a basis for revision of NUREG/CR-7002 "Criteria for Development of Evacuation Time Estimate Studies". The anticipated period of performance will be for a twenty-four (24) month period. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541690 "Other Scientific and Technical Consulting Services" and size standard of $15M in revenues. The Government intends to solicit and negotiate directly with the Gulf Coast Research Center for Evacuation and Transportation Resiliency, Louisiana State University and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). For information on NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Hugo.Alcantara@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by 01/06/15 at 1:00 PM EST, an award will be made to the Gulf Coast Research Center for Evacuation and Transportation Resiliency, Louisiana State University.
