- Description
- Project shall consist of investigation and further defining the bedrock foundation characteristics of Rough River Dam. This shall be accomplished through drilling, soil and rock sampling, optical and acoustical televiewing (OATV), water pressure testing, and grouting. Grout lines shall be placed parallel and offset upstream and downstream of the contract baseline along the crest of the dam. The downstream line shall be angled (battered) towards centerline of the right abutment and the upstream line shall be angled towards the left abutment. The Contractor shall be required to collect and monitor real time construction and instrumentation data. All data obtained through the drilling and testing program shall be made available through a geographic information system (GIS) interface as described in the specifications. Monitoring of the existing instrumentation shall be required and be recorded in the GIS system. The contract duration is anticipated at 365 days. This solicitation is a Request for Proposal (RFP). The North American Industry Classification (NAICS) code is 237990, with a size standard of $36.5M. The estimated price range is $10,000,000 to $25,000,000. The acquisition strategy will be Design/Bid/Build and the proposals will be evaluated using a Best Value Source Selection Process. Proposals will be evaluated based on the following technical factors: Past Performance, Technical to include Technical Approach and Management, and Price and Pro Forma Requirements. All evaluation factors, other than cost or price, when combined, are considered more important than cost or price. All offeror's are invited to attend the Site Visit, and the exact date, time, and location will be noted in the solicitation. The technical information contained in the proposal will be reviewed, evaluated, and rated by the requirements package. The Solicitation package will provide site plans, the complete Statement of Work, and technical specifications. The estimated award date is March 2015. This procurement is full and open. Approximate issue date is 15 January 2015 and approximate closing date is 18 February 2015 at 10:00 am EST.
