Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(i), with Amirix Systems/Vemco, of Bedford, Nova Scotia, Canada for the purchase of 150 each v9-2x-180k-1, Beta Fish Tags. The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) requirement for acoustic fish tags that are compatible with National Marine Fisheries Service (NMFS) receiver arrays currently placed throughout the southern Sacramento - San Joaquin Rivers Delta. Amirix Systems/Vemco is the sole source manufacturer of Vemco acoustic telemetry equipment, a combination of acoustic receivers for active and passive tracking, and miniature transmitters designed primarily for implantation in fish for scientists studying the migration and behavior of marine and freshwater animals. Therefore, this procurement is limited to transmitters compatible with the current system only to ensure no interruptions to the ongoing data set. Delivery date is no later than February 15, 2015. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the150 v9-2x-180k-1 acoustic fish tags that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
