- NOTICE OF INTENT FOR SOLE SOURCE The U.S. Environmental Protection Agency (EPA), in Research Triangle Park, NC, intends to negotiate, on a sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition Procedures, with Pierce Biotechnology (ThermoFisher Scientific) for the procurement of an ArrayScan XTI High Content Analysis (HCA) Reader Imager System. This system consists of fully automated High Content Analysis Platform with optics by Carl Zeiss and automated stage with plate insert accepting SBS standard microtiter plates for imaging. High-resolution CCD, 14-bit camera, with large field of view and 4.54 micron/pixel resolution. Advanced software autofocus and Zeiss Definite Focus hardware autofocus for far red hardware detection of focal plane. Zeiss 5x (0.25) Fluar, 10x (0.3) EC Plan NeoFluar, 10x (0.45) Plan Apochromat, and 20x (0.4) LD Plan-Neofluar, 20X (0.80) Plan Apochromat, and 40x (0.75) Plan Neofluar microscope objectives. Seven color, direct coupled, Light Emitting Diode light source to excite fluorochromes that are violet, cyan, yellow, green, orange, red, and long red. Laser-scanning barcode reader. Live cell chamber hardware and environmental controller unit controlling temperature, CO2, and passive humidity control. Spinning Disk Confocal Module: 40 micron and 70 micron pinhole configuration and 4-co lor LED illumination (FITC, TRITC, TexasRed, and Cy5). Brightfield white light Illuminator and control box. Shuttle Windows 7 Professional 64Bit Cube Computer with minimum quad core 3.7 GHz processor, 32GB RAM, and 500GB Hard Drive space for local images and data. 24" High Resolution Widescreen Monitor. High Content Screening (HCS) Studio Cell Analysis Software and one HCS Studio Client Version of software compatible with previous versions of iDEV Software. STORE Express Image and Database Software with up to 10 GB local data capacity for cell, field and well level measurements. STORE Standard Edition permitting the connection of one licensed HCS instrument to the scalable Store Database with one server side license for the HCS Applications Server. Additionally, it Supports bioapplications such as Cell Cycle, Cell Health Profiling, Cell Motility, Cell Spreading, Colocalization, Compartmental Analysis, Cyto-Cell Membrane, Cyto-Nuc Translocation, Developmental Neurotox icity (DNT), Drug-Induced Liver Injury, Endocrine Profiling Panel, Genotoxicity (Micronucleus and Comet), Molecular Translocation, Morphology Explorer, Multiparameter Cytotoxicity, Neuronal Profiling, Organelle Health, Proliferation Cell Death, Spot Detector, Target Activation, Tube Formation, ZebraTox. Consequently, the ArrayScan XTI HCA instrument is currently the only instrument on the market that is compatible with ALL the specifications of the ArrayScan VTI instrument that is currently being used by EPA/ORD. This system is the only High Content Reader capable of accessing the stored valuable database and reading all the legacy Arrayscan VTI images, and data files currently being housed on the EPA/ORD server. Therefore, the ArrayScan XTI High Content Analysis (HCA) Reader Imager system is the only system that meets the Agency diverse Research tasks requirements. The circumstance permitting is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". All interested parties who believe they can provide the required system with the required specifications must respond in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
