Description
USTDA has received inquiries as to the time frame in which the Grantee desires or requires the contract execution to be initiated and completed. In response, per RFP section 3.4, the Offeror shall discuss its proposed work plan, including a detailed schedule of performance, in the proposal. USTDA has received inquiries regarding whether the makeup of the execution team is at the discretion of the Offeror. The answer is yes, the Offeror's listing of personnel to be engaged in the project is required as part of the proposal, so long as the Offeror adheres to the USTDA nationality and other requirements listed in the RFP. USTDA has received inquiries as to whether - once the field onsite reviews and assessments are completed - the research, writing and production of reports be accomplished at the Offeror's home office. In response, per RFP section 3.4, the Offeror shall discuss its technical approach and work plan in the proposal. USTDA has received inquiries as to whether USTDA is in possession of any qualified Philippine contractors' information that can be shared. The answer is no, USTDA does not possess such information. USTDA has received inquiries regarding which three airports are to be evaluated. In response, Offerors should note that the Terms of Reference (Annex 5 of the RFP) detail the requirements of the work that must be performed and completed for this technical assistance activity. The airports to be evaluated are Ninoy Aquino International Airport (MNL); Iloilo International Airport (ILO); and Laoag International Airport (LAO). USTDA has received inquiries regarding the provision of information on the current situation for analysis and assessment. In response, the Grantee will provide necessary information to the selected Offeror. USTDA is making this information available for the benefit of all prospective bidders. The response date for this RFP remains 4:00 PM local (Manila) time on January 7, 2015.
