- CFT Sources Sought Synopsis (-8) Background The Contract Field Team (CFT) program office is planning to extend the ordering period of the current contract by 6 months utilizing FAR clause 52.217-8. The current contract ordering period expires on 30 Sep 15 and the unilateral extension would ensure contract coverage for multiple Air Force, Army, and Navy customers. The follow-on contract is expected to be awarded in 2016 and the Request for Proposal (RFP) has been posted at https://www.fbo.gov/index?s=opportunity&mode=form&id=f6351c4155311b4b38c3bcce5561ca30&tab=core&_cview=1. This Sources Sought Synopsis (SSS) is for market research purposes only and is exploring the feasibility of a separate "bridge" contract as an alternative approach to the use of a 6 month extension on the existing contracts. Description of Services This notification is looking for qualified, capable contractors who can meet all the CFT requirements during a 6 month ordering period and up to a potential 12 month period of performance. Award would be made no later than 30 Sep 15 which would require a stand-up period that is limited to less than 30 days at many locations. The contractor would be required to provide timely and high quality augmentation for fielded active weapon system maintenance worldwide. The CFT Program Management Office (PMO) is responsible for supporting requirements generated by the Department of Defense and other federal agencies to provide a flexible rapid deployment capability and to field supplemental skilled technicians to resolve issues and discrepancies on sites anywhere in the world in support of the Government's war readiness and posture planning needs. These contract field teams perform modification, maintenance, inspection and repair of active systems in the US Government inventory, such as aircraft; vehicles; aerospace equipment; missile systems; subsystems such as engines, communications and cryptologic equipment; and ground support equipment. Efforts will include on-site Organizational, Intermediate/Field, and Depot/Sustainment level maintenance support at customer locations both in the continental United States (CONUS), and outside the continental United States (OCONUS). This effort may include approved foreign military sales (FMS) support. All weapon systems supported under this contract will be non-commercial and must have Government-owned technical data. These requirements will not include personal services or inherently governmental functions. A list and brief description of expected sites and estimated manning requirements are as follows. Interested parties must be able to demonstrate capability to perform the entire effort of estimated workload listed below: •- Ft. Polk, LA (Army) - Minimum 50 personnel to provide Aviation Unit and Intermediate Maintenance as per aircraft maintenance manuals provided by the Government on aircraft assigned to the 5 th Aviation Battalion (PROV) and OPS Group BDAR/DART. •- Fresno, CA (TASM-G, Army) - Minimum 91 personnel to provide Field level (AVIM/AVUM) support/augmentation to include production control, quality control, supply management, as well as maintenance and repair of aircraft and Ground Support Equipment (GSE). •- Hawaii, Alaska, South Korea (USARPAC - Army) - Minimum 212 personnel to provide Aviation Field and Sustainment level maintenance IAW aircraft maintenance manuals provided by the Government on aircraft assigned to USARPAC and Army National Guard within the USARPAC Area of Responsibility (AOR). •- Savannah, GA (160th - Army) - Minimum 35 personnel to generate and regenerate combat power and preserve the capital investment of combat systems and equipment to enable training and mission accomplishment for the United States Army Special Operations Aviation Command (USASOAC) in the form of mission ready aircraft, systems, subsystems, and aviation support equipment. •- Ft. Campbell, KY (160th - Army) - Minimum 35 personnel to generate and regenerate combat power and preserve the capital investment of combat systems and equipment to enable training and mission accomplishment for the United States Army Special Operations Aviation Command (USASOAC) in the form of mission ready aircraft, systems, subsystems, and aviation support equipment. •- Ft. Campbell, KY (160th - Army) - Minimum 11 personnel to provide Field Level and limited Sustainment maintenance support on equipment assigned to the 160th SOAR (A). •- Dover AFB (Air Force) - Minimum 61 personnel to provide jet engine intermediate maintenance services for TF39GE1E engines in support of Air Mobility Command (AMC), Air Force Reserve Command (AFRC) and the Air National Guard (ANG) C-5 aircraft mission. •- Oceana, VA (CNAF - Navy) - Minimum 222 personnel to provide aircraft maintenance functions to include: scheduled and unscheduled maintenance, aircraft maintenance section documentation via logs, line operations, launch and recovery of aircraft, aircraft inspections, corrosion control, troubleshooting, preservation, general aircraft maintenance, ordinance handling, and technical directive compliance and modifications. •- Fallon, NV (CNAF - Navy) - Minimum 35 personnel to provide aircraft maintenance functions to include: scheduled and unscheduled maintenance, aircraft maintenance section documentation via logs, line operations, launch and recovery of aircraft, aircraft inspections, corrosion control, troubleshooting, preservation, general aircraft maintenance, ordinance handling, and technical directive compliance and modifications. •- Dyess AFB, TX (Air Force) - Minimum 28 personnel to perform maintenance, modification, repair and overhaul of C-130 aircraft at Dyess AFB TX. •- Mountain Home AFB, ID (Air Force) - Minimum 11 personnel to perform the required maintenance and modifications IAW the regulated and established practices and procedures employed by 366 FW on USAF F-15E aircraft located at Mountain Home AFB, ID. •- Klamath Falls, OR (Kingsley Field - Air Force) - Minimum 6 personnel to provide the services necessary to modify USAF F-15 aircraft located at Kingsley Field. •- Little Rock, AR (Air Force) - Minimum 39 personnel to accomplish engine major/minor repair, build-up, overhaul, refurbishment, modification, inspection and operational testing to support AMC's T56 engine Centralized Repair Facilities (CRF) located at Little Rock AFB. •- Hill AFB, UT (Air Force) - Minimum 4 personnel to perform overhauls and repairs workloads within the 530th Power Systems Squadron (CMMXS), 309th Commodities Maintenance Group (CMXG), Hill AFB. •- Beale AFB, CA (Air Force) - Minimum 45 personnel to perform inspection, and maintenance on U-2 aircraft in accordance with established practices, procedures, and instructions governing USAF Aircraft and Equipment Maintenance Management. •- Whiteman AFB, MO (Air Force) - Minimum 36 personnel to provide B-2 Low Observable (LO), structural (sheet metal) and corrosion control maintenance support to enable B-2 and T-38 aircraft to complete strategic missions. •- Mobile, AL (Air Force) - Minimum 2 personnel to provide organizational level maintenance services for all Aviation Fuel Storage and Loading Facility equipment. •- Randolph AFB, TX (Air Force) - Minimum 35 personnel to provide direct labor support for Programmed Depot Level Maintenance (PDM), Unscheduled Depot Level Maintenance (UDLM) and Standard Depot Level Maintenance (SDLM) operations at Randolph AFB. •- Guam (Navy) HSC-25 - Minimum 14 personnel to provide in depth DEPOT level maintenance at planned intervals to ensure that the structural and mechanical integrity of the MH-60S model aircraft. •- New Orleans NAS (Navy) VFA-204 - Minimum 10 personnel assigned to provide organizational level aircraft maintenance support to the F/A-18A aircraft •- Oceana NAS, VA (Navy) VFC-12 - Minimum 28 personnel assigned to provide organizational level aircraft maintenance support to the F/A-18A aircraft •- Pax River NAS, MD (Navy) VX-1 - Minimum 48 personnel to provide organizational level (O-Level) maintenance support for a variety of aircraft. •- Norfolk NAS, VA (Navy) - Minimum 50 personnel to support "O" level depot maintenance for HM-14 and HM-15. •- Lemoore NAS, CA (Navy) - Minimum 40 personnel to support "O" level depot maintenance in support the organizational maintenance department (OMD) Search and Rescue (SAR) mission. •- Albany, GA (Navy) - Estimated 1,123 personnel to support Marine Depot Maintenance Command (MDMC) which includes Production Plant Albany GA (PPA), Production Plant Barstow CA (PPB), Marine Corps Base Camp Lejeune NC II Marine Expeditionary Force (II MEF) and Marine Corps Air Station Cherry Point NC (II MEF) including the removal replacement, repair, rebuild, fabrication of components and vehicle armor kits as well as support roles to move, transport, receipt, issue, store and stock materials. •- Jacksonville FRSCE (Navy) - Minimum 19 personnel to provide aviation support equipment (SE) maintenance, repair and overhaul services to meet Naval Aviation Enterprise entitlements and the Navy's Fleet Response Plan requirements. •- San Diego NAVSUP (Navy) - Minimum 3 personnel to provide all levels of maintenance for the logistics support equipment maintained by the Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD). •- Pax River SAILRPAC (Navy) - Minimum 21 personnel to provide organizational, intermediate, depot level maintenance, and logistic support on all aircraft, aircraft equipment, weapon systems, and related equipment for which Naval Air Systems Command's Class Desks and Assistant Program Manager Logistics (APML) task the General Aircraft Maintenance Logistics Support Group (GAMLSG) of Naval Air Warfare Center Aircraft Division (NAWCAD) Logistics Competency. Conclusion THIS NOTIFCATION IS FOR MARKET RESEARCH PURPOSES ONLY AND DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL OR INDICATE THAT A POTENTIAL AWARD WILL BE MADE. All responsible and qualified sources who can demonstrate they are capable of providing all of the variety of services for the specified time period must provide a written summary of information concerning their technical certifications, specific capabilities, similar recent experience (to include points of contact and telephone numbers) and corporate background. Sources responding to this synopsis must indicate, in writing, whether they are large or small, disadvantaged and/or a woman-owned business. Any acquisition resulting from this synopsis would use a NAICS of 336411 with a size standard of 1500 personnel. Responses are limited to 25 pages or less.
