The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-79 dated 12/15/14. Should the Government issue an order resulting from this RFQ, it will be in the form of a written offer to the supplier and shall require the supplier's acceptance by notification to the Government, in writing, as defined at FAR 2.101. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The RFQ is 100% set-aside for service disabled veteran owned small business concerns. The associated North American Industry Classification System (NAICS) code is 541990, which has a corresponding size standard of $14.0M or less. The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, 200 Granby Street, Norfolk, Virginia 23510, on behalf of the National Ocean Service, Office for Coastal Management is soliciting quotes for administrative and professional support services for NOAA's Coastal Fellowship Program. The contractor shall furnish the necessary personnel and services necessary to perform the Statement of Work, "ADMINISTRATION AND PROFESSIONAL SERVICES FOR NOAA'S COASTAL FELLOWSHIP PROGRAM", which is provided as Attachment A. The Contractor shall provide prices in the Pricing Schedule, to which is provided as Attachment B. Federal Acquisition Regulation (FAR) and Commerce Acquisition Regulation (CAR) provisions and clauses that are included in this solicitation are denoted by the applicable acronyms. CAR 1352.270-70 PERIOD OF PERFORMANCE (APR 2010) (Reference 1370.101) The period of performance for this task order is April 1, 2015, or date of award, whichever is sooner, through 12 months thereafter. The resultant task order will contain four, (1) year option periods. If an option is exercised, the period of performance shall be extended through the end of that option period. 9. CONTRACT TYPE This is a firm fixed price type contract for services. CLINSs 0001a, and 0001b optional items 0001d, 0001e, 0002a, 0002b, 0002d, 0002e, 0003a, 0003b, 0003d, 0003e, 0004a,0004b, 0004d, and 0004e are firm fixed price CLINs. CLIN 0001c and optional items 0001f, 0002c, 0002f, 0003c, 0003f, 0004c, and 0004f of this contract are reimbursable line items and may be funded incrementally. The basic requirement includes CLINs 0001a - 0001c. The contract includes an option to extend the term of the contract. 10. PAYMENT OF FIRM FIXED PRICE (CLINS 0001a-0001b, 0001d-0001e, 0002a-0002b, 0002d-0002e, 0003a-0003b, 0003c-0003d, 0004a-0004b, and 0004d-0004e) The firm fixed unit prices per fellow includes the following: (1) salary; (2) fringe benefits; (3) overhead; and, (4) any other costs or expenses the offeror considers necessary to support the fellow. Cost reimbursement is authorized only for actual travel costs incurred by the fellow(s) and the contractor, plus applicable G&A or material handling. Travel costs necessary to meet the requirements of the SOW will be reimbursed in accordance with "Reimbursement of Travel Costs", Part I, Item 5. 11. LOCALITY ADJUSTMENT The term for the fellows under this contract is two years. The salary in the first year is $34,000 for each fellow ($26,500 from the government and $7,500 from the state). In the second year of the fellowship, those fellows that qualify, based on where their office is located, will be provided with a locality pay adjustment. This adjustment will be based on the Federal Employees General Schedule Locality Pay Tables in effect at the time the adjustment is determined to be appropriate. The contract will be modified accordingly to reflect the amount of the adjustment agreed to for the Federal share only. 12. SERVICE CONTRACT ACT EXEMPTION The Service Contract Act (SCA) does not apply as the services to be provided under this solicitation and resulting contract requires a person(s) employed in bona fide professional capacity as those terms are defined in 29 CFR Part 541, and therefore exempt. 13. CAR 1352.228-70 INSURANCE COVERAGE (APR 2010) (a) Workers Compensation and Employer's Liability. The contractor is required to comply with applicable federal and state workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in states with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. (b) General liability. (1) The contractor shall have bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. (2) When special circumstances apply in accordance with FAR 28.307-2(b), Property Damage Liability Insurance shall be required in the amount of $ 0. (c) Automobile liability. The contractor shall have automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. (d) Aircraft public and passenger liability. When aircraft are used in connection with performing the contract, the contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability, and $200,000 per occurrence for property damage. Coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater. (e) Vessel liability. When contract performance involves use of vessels, the Contractor shall provide, vessel collision liability and protection and indemnity liability insurance as determined by the Government. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. Replacements for key personnel must possess qualifications equal to or exceeding the qualifications of the personnel being replaced, unless an exception is approved by the Contracting Officer. (c) Requests for changes in key personnel shall be submitted to the Contracting Officer at least 15 working days prior to making any permanent substitutions. The request should contain a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. The Contracting Officer will notify the contractor within 10 working days after receipt of all required information of the decision on substitutions. A. Technical Approach The quote must include information on how the project is to be organized and managed. Information should be provided which will demonstrate the offeror's understanding and management of the coastal management fellowship program. The quote must include information on how the offeror will provide appropriate and meaningful professional development support to the fellows while in the program. To demonstrate understanding of the type of training required for this program, the offeror shall provide example objectives and agenda topics for mentor and mentee training. The quote must demonstrate the offeror's ability to establish agreements with State agencies and advertise and market the program to appropriate recipients such as list serves and universities. The quote must include information on: 1) how the offeror will administratively support the fellows, including pay, benefits, travel reimbursement, and any other support needed by the fellows; 2) how the offeror will communicate with and provide information to fellows who are located in various states; 3) the health benefits including those benefits for fellows located outside the continental U.S.; and 4) vacation and sick time (personal days). This section must include a list of names and proposed duties of the professional personnel, consultants, and key subcontractor employees assigned to the contract. Resumes for the key personnel cited in Item 18 shall be included in the quote and their relevant experience discussed. The offeror must explain how the management and coordination of consultant and subcontractor efforts will be accomplished. B. Corporate Experience The quote must provide the general background, experience, and qualifications of the organization as it relates to administratively managing a similar kind of environmental fellowship program for young professionals just out of graduate school. The experience must include all facets of the program including providing professional development training, establishing agreements and receiving money from host states, and providing outreach and marketing to potential applicants. C. Past Performance Vendors shall describe relevant performance on other contracts or affirmatively state that it possesses no relevant past performance. Include a minimum of three (3) current/previous contracts performed within the last three years that are of a similar nature to this solicitation and include: 1. Contract Number 2. Vendors that are newly formed entities or otherwise lack relevant prior contracts should list contracts and subcontracts as required above for all key personnel and applicable resources to be used in the effort being offered (where it may not be easily apparent, also explain the relevance of the past performance). Vendors are encouraged to describe any problems encountered and corrective actions taken on the identified contracts. The requested past performance shall not be older than 3 years. Vendor shall also provide information on problems encountered on the identified contracts and the offeror's corrective actions. The Government reserves the right to contact other sources to obtain information on the offerors' past performance. Volume II - Price Quote Price Quote - The Price Quote shall be provided separately from the Business Solution. The vendor shall provide pricing using Attachment B of the solicitation. Current significant budgetary constraints demand that the impact of these constraints and ownership of the solution be shared throughout the public sector including its contractors. Offerors are asked to consider reduction or elimination of costs/pricing of the escalation of services during the performance period of this contract. Vendors are advised to SUBMIT THEIR BEST VALUE QUOTES UPFRONT AS REVISED QUOTES MAY NOT BE REQUESTED.
