- Instructions to Offerors Statement of Work This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6 in conjunction with FAR 13.5 and as supplemented with the additional notes provided in this solicitation notice. This announcement constitutes the only solicitation, which is issued as a Request for Quote (RFQ); quotes are being requested and a written solicitation will not be issued beyond this notice. The U.S. General Services Administration intends to issue a Sole Source purchase order to Cobalt Solutions LLC for Cobalt Software License renewal under the authority of FAR 6.302-1, “Only One Responsible Source.”. Interested parties may identify their interest and capability to respond to the requirement. All information should be submitted via email to Tracey M. Burress at mildred.burress@gsa.gov. Responses must be submitted by 11:00 AM EST, December 29, 2014 to be added to the RFQ. All information submitted on or before this date will be considered by the Government. PLEASE ENSURE YOU REVIEW "HOW TO SUBMIT YOUR QUOTE" LISTED IN THE INSTRUCTIONS TO OFFERORS. YOUR COMPANY MUST HAVE AN ACTIVE REGISTRATION WITHIN ITSS TO RESPOND TO THIS RFQ. 52.212-1 Instructions to Offerors-Commercial (Apr 2014). The offeror must complete the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov. After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201); FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition.
