- THIS IS A NOTICE FOR SOLE SOURCE PROCUREMENT : The Joint Enabling Capabilities Command (JECC) Located in Norfolk Va intends to award a non-competitive commercial item fixed price contract to Carter Machinery Company, Inc., located at 3404 Business Center Dr., Chesapeake, Va 23323-2639 for quarterly preventive maintenance on Electric Generator System (Caterpillar Generator, Automatic Transfer Switch and Caterpillar Uninterrupted Power Supply). The anticipated period of performance will be base year with two option years. The Anticipated award will occur January 2015. The statutory authority permitting other than full and open competition that is applicable to the procurement is 41 U.S.C. 3304(a)(1) which is implement at FAR subpart 6.302-1 - Only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirements. Based on the needs of the JECC, 9712 Virginia Ave., Bldg X-132 Norfolk VA 23511, Carter Machinery Company, Inc is the only authorized source which has the demonstrated ability to provide the services to upgrade and maintain the Caterpillar electric generator system. Carter Machinery Company Inc is the only authorized Caterpillar Generator service provider for the Hampton Roads VA area. This Notice of Sole Source is not a request for competitive price proposals. Interested firms must submit a written response to Arlene Y. Davis, Contracting Officer, Joint Enabling Capabilities Command, 9712 Virginia Ave., Bldg X-132 Norfolk VA 23511-3227 by 2 January 2015, 12:00pm EST. Telephone, email or faxed responses are not acceptable and will not be considered. Any questions regarding this Notice shall be in writing and submitted to Arlene Y. Davis, Contracting Officer email (arlene.y.davis.civ@mail.mil) before 2 January 2015, 12:00 pm EST. This Public Notice is not a RFB, IFB or RFQ.
