- Description: The National Cancer Institute (NCI), Basic Research Laboratory (BRL) plans to procure on a sole source basis environmental consulting services for physiologically based pharmacokinetic (PBPK) modeling of environmental contaminants specifically for construction of multiple PBPK models of data derived from studies of environmental contaminants by BioSimulation Consulting, Inc., 2915 Ogletown Road, #1182, Newark, DE 19713. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541620 and the business size standard is $15.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price labor hour type contract. The period of performance is twelve (12) months; Jan. 26, 2015 through Jan. 25, 2016. It has been determined there are no opportunities to acquire green products or services for this procurement. The BRL investigates the pharmacokinetics and pharmacodynamics of potential environmental toxicants. These studies are conducted in rodents with the ultimate goal of providing data for extrapolation to assess risk of exposure to humans. Mathematical modeling of these data using PBPK methods can be used for extrapolation of results between doses, routes of exposure, and species. Previously, the National Toxicology Program (NTP) selected specific chemicals for research interest for PBPK modeling. Three (3) PBPK models are currently partially completed (10%, 50%, and 80%). The requirement is for the Contractor to complete these PBPK models, and to provide comparative models of other chemicals of interest using established model methods and techniques. The Contractor shall provide environmental consulting services, to include developing PBPK models from laboratory data based on methods, techniques, and parameters as described by Emond et al, 2005, 2010, and 2013. These models shall be developed using acsIX and/or MATLAB software applications. The Contractor shall provide consultation to the NIH Contracting Officer's Representative (COR) during concept development for each PBPK model. The Contractor shall provide the following: 1) Multiple PBPK models for each chemical, based on different exposure scenarios; 2) PBPK models to support observations of a specific mechanism of action, target tissue, route of exposure or excretion, or metabolic pathway; 3) Convert rodent PBPK models to human PBPK models. The Contractor shall provide monthly progress reports of the work accomplished by email to the COR. The Contractor shall provide a final report consisting of a manuscript suitable for submission to a peer-reviewed journal at the completion of each model. BioSimulation Consulting, Inc. has the requisite capabilities to finish the partially completed PBPK models due to its documented expertise in PBPK models of the selected specific environmental contaminants of research interest to the NTP. The purchase is needed to complete the PBPK models in order to maintain the integrity of the established model methods and techniques. A change would be disruptive to the research conducted to date. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00PM EST, on January 9, 2015. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
