- By way of this Notice, and in accordance with FAR 6.302-1, the Chicago District U.S. Army Corps of Engineers announces its intention to award a sole source contract to Smith-Root, Incorporated of 14014 NE Salmon Creek Avenue, Vancouver, WA 98686 to provide full documentation of two pulse-generating systems to be used in the Chicago Sanitary and Ship Canal (CSSC) Permanent Barrier I at Romeoville Illinois and coordinate with designers and contractors of other CSSC Permanent Barrier I systems. CSSC Permanent Barrier I is intended to deter the movement of fish through the CSSC by maintaining a pulsed electric field in the water. Initial stages of construction of the barrier have begun while some aspects of the barrier design are still being completed. Smith-Root was awarded contract W912P6-13-C-0024 via a competitive solicitation to provide specialized electrical pulse-generating equipment. This equipment will be housed in a building that will also feature a liquid-cooling system, HVAC system, and a networked control and monitoring system. A contract for construction of the building was recently awarded after a competitive solicitation. Design of the controls and monitoring system and and the electrical power distribution and backup power system are ongoing. Under the proposed sole source contract, Smith-Root will coordinate with the building contractor and designers and contractors for other CSSC Permanent Barrier I systems as needed to successfully integrate the electrical pulse-generating equipment within the final barrier. Activities will include provision of full documentation of the electrical pulse generating equipment being supplied and review of designs of other CSSC Permanent Barrier I features provided by others. As the designer and supplier of the electrical pulse generating equipment, Smith-Root is uniquely qualified to provide the coordination and documentation services necessary. Smith-Root has been identified as the only entity with the project-specific knowledge and experience that can provide the required work. The Classification Code for this procurement is North American Industry System (NAICS) 541330, with a small business size standard of $15,000,000.00. The Chicago District, U.S. Army Corps of Engineers intends to award a firm fixed price service contract for the aforementioned project. This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN the close of business on January 7, 2014.
