Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Region 3 Law Enforcement Liaison (LEL) Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business concerns that may be interested in and capable of performing the work described herein to ensure effective, coordinated, and meaningful traffic enforcement occurs that contributes to a reduction in crashes, injuries, and fatalities. The NHTSA Regional Offices require support to establish and maintain contact with law enforcement agencies within their States. State and local law enforcement agencies are critical to providing the enforcement efforts necessary to reinforcing the importance of traffic safety with the public. The Contractor will provide a Law Enforcement Liaison who will be responsible for providing the technical assistance necessary to increase and strengthen States' law enforcement efforts focused on traffic safety. The LELs activities are to be planned, scheduled, and meet the needs of the NHTSA Region and States in a proactive manner. Regular contact with law enforcement agencies as well as highway safety offices, law enforcement training entities, and participating in meetings and conferences within their Region and States are anticipated to be significant activities for the LEL. The contractor/LEL will provide technical assistance to regional staff as defined by the contract instrument, with guidance of the COTR. The contractor/LEL's role will be to provide a Law Enforcement Liaison who will work with law enforcement agencies at the State, county, and municipal levels; serve as the Region's representative at various State law enforcement conferences and meetings; provide technical expertise to law enforcement agencies on highway safety programs within the Region; and coordinate their activities with the National Law Enforcement Liaison and State LELs. NHTSA welcomes all qualified Small Business concerns, and any other firms with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will be made; however, no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to reduce deaths, injuries and economic losses resulting from motor vehicle crashes. Within traffic safety the Agency prioritizes occupant protection (including child restraints), alcohol- and drug-impaired driving, speeding, motorcyclist safety, pedestrian safety, older and novice drivers, distracted driving, fatigued driving, bicyclist safety, and school bus safety. NHTSA has established national goals to increase seat belt usage to 89 percent and reduce alcohol-impaired fatalities to 39 percent by 2013. To meet these goals, NHTSA headquarters, the 10 Regional Offices, the States, and our partners must be able to coordinate their activities and work together in a consistent and predictable manner. Law enforcement agencies represent one of NHTSA's strongest and most important partners, and their participation in enforcement efforts to support the agency's goals is critical to continued success. The NHTSA Regional Offices require assistance to secure and coordinate State LEL activities and focus attention on NHTSA national priorities to secure the participation of law enforcement agencies within their States. State and local agencies are key to delivering highly visible and effective enforcement of traffic laws. To accomplish our mission, law enforcement agencies need to become familiar with NHTSA's priorities and programs and have the ability to seek out and obtain technical support. Regional Law Enforcement Liaisons (LELs) will provide this type of support in concert with the National LEL Program and State efforts for the greatest consistency and continuity of effort. OBJECTIVE: The objective of this solicitation is to identify a vendor and establish a contract to provide a Regional Law Enforcement Liaison to offer technical assistance and support for traffic safety law enforcement outreach through coordination and cooperation with the NHTSA Regional office, National Law Enforcement Liaison function and State LEL operations. Capabilities: The corporate capability statement shall address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The contractor/LEL's efforts shall include at a minimum: •• Encouraging law enforcement agencies to increase and expand NHTSA national priorities and programs, especially high visibility enforcement, across the year. •• Encouraging agencies to improve their ability to plan and execute enforcement based on a data-driven approach of knowing where and when motor vehicle crashes and fatalities occur. •• Supporting States in organizing and conducting law enforcement-related events related to crackdowns and mobilizations at the State or local level. •• Obtaining, compiling, and organizing data for presentation to NHTSA. •• Regular reporting to the NHTSA Regional office and Headquarters on workload indicators and performance metrics established by the agreement with the contractor/LEL. •• Experience with administrative components of a contract, such as maintaining milestone and deliverable schedules, keeping within budget constraints and funding categories, invoicing, and ensuring good customer service. •• Experience working with law enforcement agencies, including working with senior command officers and patrol officers. •• Experience working in traffic safety areas, especially with occupant protection, alcohol-impaired driving, and drug-impaired driving; and also with speeding, motorcycle safety, pedestrian safety, older drivers, young and novice drivers, distracted driving, fatigued driving, bicyclist safety, and school bus safety. •• Experience working with law enforcement associations at the national, State, and local-levels. •• Experience working with traffic safety organizations, such as State highway safety offices and advocacy groups. •• Experience with teaching varied audiences varied topics (for example, teaching law enforcement officers how to implement a low-staff checkpoint, instructing non-analysts how to examine their crash data). •• Experience reviewing and presenting data, including law enforcement data (e.g., citation data) and traffic safety data (e.g., crash and fatality data), and experience computing averages, and discerning trends and anomalies. This includes experience compiling data from various sources and presenting it in a cohesive and meaningful way. •• Experience in organizing events, such a press event for a new law enforcement initiative, or a training workshop. •• Experience with software programs, such as Microsoft Office (e.g. Word, PowerPoint, etc.). • Experience writing narrative reports, for example summaries of project activities. Format of Corporate Capabilities Statement: Any interested qualified small business concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
