- The U.S. Army Corps of Engineers, Rock Island District, intends to procure aligning services for miter gate machinery during the Government's installation of new machinery platforms at Lock and Dam 17, New Boston, Illinois for the period of 05 January 2015 through 6 March 2015 on a sole source basis as implemented by FAR 13.106-1(b)(1)(i). Per FAR 13.106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The U.S. Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed-price contract with Awerkamp Machine Co. of Quincy, Illinois for base bid services of supporting the replacement of miter gate machinery (speed reducers) platforms by providing setting, leveling, and aligning services for the reducer low-speed shaft and pinion shaft, including gap checks for proper installation onsite at Lock and Dam 17's No. 3 Miter Gate (Lower intermediate wall miter gate machinery); and No. 4 Miter Gate (Upper intermediate wall miter gate machinery) as options. The NAICS code for this procurement is 811310 with a size standard of $7,500,000. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any System for Award Management (SAM) Database registered small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Tuesday December 30, 2014 at 2:00 PM CST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The U.S. Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to receive a Government award, a firm must be registered in the System for Award Management (SAM) Database (www.sam.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
