- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division - Silver Spring (WAD) intends to negotiate on a sole source basis with University of Wisconsin-Madison, Space Science Engineering Center (SSEC) using the procedures in FAR Part 13, to procure a system for rapid and reliable processing of the full suite of products from polar orbiting satellites. The data acquired from polar orbiting satellites requires a real time processing system and interface to the National Weather Service (NWS) Advanced Weather Interactive Processing System (AWIPS). This procurement also requires installation/integration services in addition to the products below: 2U rack-mount server with dual Intel Xeon 10-core CPUs, 128 GB RAM, and 12 TB disk. • 2 x Intel® Xeon® E5-2680 2.8 GHz CPUs (10-core, two threads per core) • 128 GB RAM (8x16GB) • 2 x 1 TB 7200RPM SATA Hard drives for operating system and applications • 4 x 3 TB 7200RPM SATA Hard Drives for data • Gigabit Ethernet • Dual redundant power supplies The University of Wisconsin-Madison, Space Science Engineering Center (SSEC) is the only provider of the polar orbiting processing software known as the Community Satellite Processing Package (CSPP). The CSPP supports real time direct broadcast of polar orbiting satellite data processing and compatible output for the NWS AWIPS. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnish must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the part can meet all of the foregoing requirements. Responses must also accompanied by descriptive literature, warranties, and/or other information that demonstrates that the responses meet all of the foregoing requirements. Capability statements and related materials must be e-mailed to jason.zick@noaa.gov not later than Wednesday, December 31, 2014 @ 9:00 am. Award will be made using FAR 13, Simplified acquisition procedures. The determination to compete or not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
