- The following is the synopsis for the Wideband Training and Certification System (WTCS): The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Combined Arms Tactical Trainers, Air and Command Tactical Trainers (PM CATT/AC) intends to issue a Request for Proposal (RFP) for the Wideband Training and Certification System (WTCS). The objective of the acquisition is to provide an interactive training system to train military and/or civilian operators on the Wideband SATCOM Operational Management System (WSOMS) and its associated subsystems to support the Army's Military Occupational Specialty (MOS) 25S, the Satellite Systems Network Coordinator Course Additional Skill Identifier (ASI) 1C training course located at the USACCoE, Ft. Gordon, GA. The WTCS will also be installed at the Wideband Satellite Communications (SATCOM) Communications Operation Centers (WSOCs) to be used for sustainment training and operator certification. The WTCS procurement will be conducted using full and open, competitive, Best Value-Tradeoff source selection procedures in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The North American Industry Classification System (NAICS) Code for this effort is 333318, Other Commercial and Service Industry Machinery Manufacturing. The forthcoming solicitation will result in the award of a single award definitive contract comprised of Firm-Fixed-Price and Not-Separately-Priced (NSP) contract line item numbers (FAR 16.2). It is the intent of the Government to provide a pre-release of the Statement of Work and WTCS System Specification with the draft Request for Proposal (RFP). Once the final RFP is issued, the Offerors will have sufficient time to submit written proposals. The PEO STRI Contracting Center anticipates issuing the Draft RFP electronically via the Federal Business Opportunities website (http://www.fbo.gov) in December 2014. NOTE: Responses to the Special Notice under Solicitation Number W900KKACTTWTCSRFI have been received and reviewed for the WTCS requirement. Capability Statements provided in response to the Sources Sought Notice support a reasonable expectation of adequate competition using competitive procedures in accordance with FAR 6.102(b).
