- Department Of Labor (DOL) Employment and Training Administration (ETA) Office of Information Systems and Technology (OIST) Fiscal Year 2015 Change Management/Quality Assurance/Quality Control Services Solicitation Number DOL-OPS-15-R-00006 Pre Solicitation Notice TITLE: Pre-Solicitation Notice: Change Management/Quality Assurance/Quality Control Services to Support the Department of Labor (DOL) Employment and Training Administration (ETA), Office of Information Systems and Technology (OIST). The Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management (OASAM) Office of Procurement Services (OPS) intends to issue a solicitation for Change Management/Quality Assurance/Quality Control Services. The Government anticipates awarding an indefinite delivery, indefinite quantity (IDIQ) Contract which will be utilized by issuing Labor Hours (LH) Task Orders. The requirement shall be posted under the North American Industry Classification System (NAICS) Code of 541519- Other Computer Related Services. The Small Business Size Standard for NAICS Code 541519 is $25 Million. The Product Service Code (PSC) for the requirement is D310. The requirement for Change Management/Quality Assurance/Quality Control Services will be an 8(a) set aside. The Government anticipates posting Solicitation Number DOL-OPS-15-R-00006 to the Federal Business Opportunities ("FedBizOpps") website (https://www.fbo.gov/) on or around January 15, 2015 at 9:00AM EST. The date and time for receipt of proposals is expected to be February 15, 2015 at 3:00PM EST. The solicitation may be downloaded from the FedBizOpps website listed above. No paper copy / hard copy of the solicitation will be distributed. Prospective Offerors MUST be actively registered in the System for Award Management (SAM) to be eligible for award (NO EXCEPTION). The SAM website can be found at: www.sam.gov The Government anticipates that the period of performance for the contract will consist of a 12-month Base Period and four (4) twelve (12) month Option Years. The place of performance shall be U.S. Department of Labor, Frances Perkins Building, 200 Constitution Avenue NW, Washington, DC, 20210. The DOL will use competitive acquisition procedures utilizing best practices for conducting a competitive procurement under Federal Acquisition Regulations (FAR) part 15. Offers will be evaluated and the contract will be awarded based on the proposal representing the "Best Value to the Government". The evaluation Factors and their relative importance will be stated in the solicitation. Issuance of the solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of proposals.
