Description
This is a pre-solicitation notice only. CCAD Contracting expects to post a solicitation for this item on or about 01/13/2015. This commercial item procurement will be a Firm Fixed Price purchase order having unrestricted competition for SAM registered active vendors. Proposals will be evaluated using low price technically acceptable factors. Statement of Work Inductively Coupled Plasma - Atomic/Optical Emission Spectrometer Minimum Requirements: 1.The instrument must meet the following minimum requirements: Shall be a compact bench top system. The instrument shall arrive with all parts/accessories necessary to be fully operational once installed (gas cylinders shall be supplied by the Chemical Process Branch [CPB]). The chiller system shall be separate from the instrument. The plasma torch shall be fully adjustable and capable of adjustment while instrument is powered on. The laser ablation system safeguards shall remain in place while in operation or during laser adjustments. 2.The instrument shall be supplied with the necessary accessories to successfully run the following different sample matrices: Aqueous. Organic, in particular, trace (parts per billion [ppb]) analyte capabilities of petroleum matrix samples. Hydrofluoric acid containing dilutions. Solid matrix alloys with parts per ten-thousand minimum detection limits. 3.The instrument shall come with a 64-bit computer system, depending upon the ICP's operational capabilities, with a minimum of: Windows 7 professional operating system. One terabyte capacity hard drive space. Six each minimum, and available for use, universal serial bus (USB) 2.0, ports, with a minimum of two USB ports on the computer's front panel. Digital Versatile Disc (DVD) storage drive with recordable capabilities. Two each, 21 quote mark liquid crystal diode (LCD) computer monitors. USB or wireless keyboard with numbers key included; wireless preferred. USB or wireless mouse; wireless preferred. USB or wireless printer, color laser jet; wireless preferred. 4.Onsite installation shall be included. 5.Onsite training (minimum two days) shall be included. 6.Off site training voucher for the ICP instrument's indoctrination course shall be included for a minimum of two users (registration cost only, no travel expenses). 7.The software shall: Be included with the instrument purchase. Shall include the most recent Microsoft (MS) Office Package to include Word, Excel, Power Point, Access, et cetera, as a minimum. Be capable of operating and performing all tasks necessary to analyze, completely, all sample types within all concentration ranges. Shall be capable of storing an unlimited number of user defined analytical program methods and routines that can be run manually. These storage routines shall include all ICP instrument operating parameters, standards solution analytical results and previously stored calibration curves. Ability to add additional standards after samples have been run and quote mark re analyze quote mark data to the new calibration curves generated. Storage of raw data for all samples/standards previously run and the ability to analyze data at a later time. Ability to view spectral peaks from multiple channels at the same time. 8.Ability to download and store raw data to multiple file types to include Microsoft excel compatible files. 9.Report printing capabilities and report template generating capabilities. 10.Plasma torch shall be capable of running in an axial mode. 11.The Detector shall be: Solid state based detector (i.e. charge coupled device (CCD) - type detector or equivalent). A CCD or equivalent that provides simultaneous background correction and simultaneous readout of the analiye wavelengths (reduces run time). Equipped with a grating that displays a minimum electromagnetic analytical wavelength range of 170 nanometers (nm) to 782 nm with a minimum of 0.010 wavelength separation resolution and a three megapixel (mp) pixel monitor display resolution. Capable of analyzing analyte concentration ranges from parts per billion (ppb) to percentage (parts per hundred) levels for most elements and all matrices, excluding the laser ablation accessory. 12.The complete instrument and all ancillary equipment shall be fully warranted for a minimum of two years. 13.The instrument and all ancillary equipment shall be fully supported (parts/accessories/upgrades/preventive maintenance [PM] services) for a minimum of ten years. 14.The instrument shall come fully equipped with all tubing, fittings, regulators, et cetera, for installation and operation of all components requiring gas. 15.The instrument and all parts and accessories supplied shall be new, not refurbished, and individually packaged.
