- Notice of Intent to Award a Sole Source Increase Under Contract N00033-14-D-8035 Military Sealift Command- Washington, DC (MSC-DC) intends to issue a modification under N00033-14-D-8035 with The McHenry Management Group, Inc. to increase the maximum quantity of the Contract under the authority of FAR 13.5 Test Program for Commercial Items at 41 U.S.C. 1901, on or about 15 January 2015. The Contract provides engineering and technical services for accomplishing marine surveys, material condition surveys and inspections, technical engineering analysis, root cause analysis, test plan development and refinement, technical and administrative support for future SIP development, and administrative support for tests, surveys and inspection reports. The contract increase is vital to launching the Ship Inspection Program in the next year. Once work began on the project, the Government identified the need for a higher level of support than was initially anticipated. Accordingly, an increase to this Contract is required. The McHenry Management Group, Inc. (TMMG) is currently providing the services that will be required under task orders issued as a result of this modification. It is not practicable to acquire these efforts from a different source. TMMG has extensive knowledge with this type of services, under the subject contract. The duplication of costs in having another contractor obtain the amount of knowledge and experience that TMMG possesses would be very high and would result in unacceptable delays. In addition, the task orders issued under the contract are interrelated such that it is in the best interest of the Government to have the work performed by a single company. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $35.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within 2 calendar days of publication of this notice, shall be considered by MSC. All responses must be submitted to the Government point of contact at the email address karoline.duffy@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
