- D15PS00027 EXCLUSIVE USE HELICOPTER IN SUPPORT OF BLM AT WICKENBURG, AZ AND LEWISTON, MT The Interior business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of Interior (DOI) Bureau of Land Management (BLM) is issuing a request for proposals for an exclusive use helicopter flight services for one year, with three option years, consisting of a five passenger seat small helicopter Bell 407, AS350B3 or similar helicopter which meets the solicitation minimum aircraft requirements, and is fully Contractor operated and maintained. The aircraft will be used to support the Bureau of Land Management, fire management and resource program requirements. The helicopter reporting base will be Wickenburg, AZ and the release base will be Lewistown, MT, but may also be used nationally as determined by dispatch entities to support wild land fire emergencies. The exclusive use period, subject to change as permitted in the solicitation, is May 1, 2015 through September 7, 2015 (130 days). The contract includes government unilateral options of renewal for an additional three years. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137. The anticipated issue date of the solicitation is December 30, 2014 with a projected closing date of January 21, 2015. It is a requirement that the successful awardee be registered in the System for Award Management (SAM). This solicitation is set-aside 100 percent for participation by small business concerns under NAICS code 481211 which has a small business size standard of 1,500 employees or less.
