THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP). THIS SOURCES SOUGHT IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THIS ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY GOVERNMENT ASSESSMENTS. ***Sources Sought reposted with additional questions. The initial sources sought closed on December 24, 2014. All vendors who responded on the initial sources sought, please address the questions below. Vendors who did not respond the initial sources sought, please address this sources sought in its entirety.*** QUESTIONS: 1. Where will NASC CONUS UH-60M training be conducted? Please provide the airfield for flight training and where terrain flight tasks be practiced. 2. What UH-60M or S-70i flight simulator (Level D simulator, Operational Flight Trainer, or T-BOS are all acceptable) will the students have access to? The simulator must be available for the majority of training. 3. What UH-60M or S-70i maintenance training device will your company be using to support the NASC Maintainer courses? 4. Does your company have access to the tools, sets, test equipment, and consumables required to perform daily maintenance on two Taiwan Army UH-60M aircraft? Please explain. All responses must be received by January 9, 2015 at 10:00 AM (EDT). ***Original Sources Sought.*** PURPOSE: The 900th Contracting Battalion, Fort Bragg NC is conducting this Sources Sought in support of Market Research to find out if there are any businesses capable of providing UH-60M Pilot Training. The contractor will be responsible for providing all necessary labor, materials, facilities, and travel to accomplish this requirement. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The type of solicitation to issue or type of set-asides will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. NO SOLICITATION IS CURRENTLY AVAILABLE. BACKGROUND: The National Airborne Service Corps (NASC) operates under the Taiwan Ministry of Interior to perform aerial search and rescue, disaster relief, emergency medical service, reconnaissance and patrol, firefighting, monitoring, and transportation missions in Taiwan over both land and sea. NASC must train pilots and maintainers on the UH-60M in order to support the fielding of their new aircraft. NASC STUDENTS: NASC personnel are, in general, highly experienced in rotary wing aviation. All NASC Pilots will have been previously qualified as helicopter pilots and will generally have greater than 3,000 flight hours of experience. NASC Maintainers are expected to have several years experience in performing rotary wing maintenance. All NASC students will have at least IACO Level 4 (or equivalent) English-language capability. OBJECTIVES: The objective is to train NASC aviation personnel to proficiency in UH-60M flight and maintenance procedures to allow NASC to safely and effectively operate their aircraft in Taiwan. The training must be completed to aviation industry standards and on time to meet NASC's requirements. SCOPE OF WORK: The contractor shall provide academic, hands-on, simulated flight and flight training at their CONUS training facility to meet NASC training requirements. Training shall consist of a series of formal courses of instruction conducted by the contractor and shall include both pilot and maintainer training courses: * UH-60M Pilot Training. All NASC pilots shall complete the following four (4) pilot training courses. * UH-60M Aircraft Transition Course - Planned as a three week course to train pilots in the tasks and skills necessary for basic UH-60M flight. Course includes academics, simulator and aircraft flight training. * UH-60M Instrument Procedures Course - Planned as a one week course to provide pilots greater training in the tasks and skills necessary for UH-60M flight under instrument meteorological conditions. Course includes academics, simulator and aircraft flight training. * UH-60M Emergency Procedures Course - Planned as a one week course to provide pilots greater training in UH-60M simulated emergency tasks and procedures. Course includes academics, simulator and aircraft flight training. * UH-60M Advanced Maneuvers Course - Planned as a three week course to provide pilots training in UH-60M mission tasks and procedures relevant to the NASC mission. These tasks may include low level flight, search and rescue, rescue hoist, firefighting, etc. The course includes academics, simulator and aircraft flight training. * UH-60M Advanced Pilot Qualification Training. Select NASC pilots shall complete the following two (2) courses in addition to the basic pilot training. * UH-60M Instructor Pilot Course - Planned as a two week course to train pilots to perform duties as a UH-60M Instructor Pilot. Course includes academics, simulator and aircraft flight training. * UH-60M Maintenance Check Pilot Course - Planned as a three week course to train pilots to perform duties as an UH-60M Maintenance Check Pilot. Course includes academics, simulator and aircraft flight training. * UH-60M Maintainer Training. NASC maintenance personnel shall complete the following courses. * UH-60M Airframe and Powerplant Repair Course - Planned as a six week course to train maintainers to perform UH-60M Mechanic duties. Course includes academics and hands-on demonstration of maintenance tasks. * UH-60M Avionics and Electrical Repair Course - Planned as a five week course to train maintainers to perform UH-60M Electrician duties; includes instruction on avionics and the AFCS. The course includes academics and hands-on demonstration of maintenance tasks. * UH-60M Crew Chief Procedures Course - trains aviation personnel to safely perform UH-60M Crew Chief duties. Course includes academics and aircraft flight training. * UH60M Integrated Vehicle Health Management System (IVHMS) Course - trains maintainers to operate the UH-60M IVHMS. * UH-60M Quality Control Course - trains UH-60M Mechanics to perform quality control functions, maintenance management, and Technical Inspector duties. The course includes academics and hands-on demonstration of maintenance tasks. * Simulators and Training Devices. While only UH-60M aircraft shall be used to conduct flight training, either UH-60M or S-70i simulators and training devices may be used for non-flight training. To reduce training costs, the Contractor shall utilize a combination of training with actual UH-60M aircraft and an appropriate flight simulator. PERIOD OF PERFORMACE The period of performance shall be from February 15, 2015 to December 14, 2015. CAPABILITY STATEMENT / INFORMATION SOUGHT: Interested organizations must provide clear and convincing documentation of their capability of meeting the requirement specified in the PWS. Interested organizations that believe they possess the ability to provide the required must submit specific documentation of their ability to meet the requirements. Interested organizations must provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The Government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. When submitting this information, please reference the solicitation notice number.
