Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Leica Biosystems Imaging, Inc., Vista, CA 92081, pursuant to 41 U.S.C.253(c)(1)-Only one responsible source and no other supplies or service will satisfy agency requirement Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This purchase is for a service contract renewal for software maintenance on the following for a quantity of (1 each): 1) 9SVGS+XT-Software Maintenance for ScanScope XT/AT Device License; 2) 9SVGIA-Software Maintenance for Image Analysis Toolbox; 3) 9SVGFL100-Extended 5 Day Hardware Service for ScanScope FL; 4) 9SVGS+FL-Software Maintenance for ScanScope FL Device License; 5) 9SVGANLYSISACCELHW-Extended 5 Day Hardware Service Analysis Accelerator Package; 6) 9SVGHS9907-Extended 5 DAY Hardware Service for 2" x 3" slide tray for G, CS or FL. This service and support agreement is critical to the success of the Digital Image Capturing in the Special Techniques/Image Analysis Lab at the NIEHS.. This software maintenance renewal contract serves to maintain current working status, on-site visits for repair when necessary and software upgrades as needed. Any interruption to this service could severally impact the investigators across DNTP and DIR who depend on this service for ePathology, as well as, image analysis and capturing high quality images for presentations and publications. The period of service is for one (1) year. Leica's network of field engineers and Exclusive Regional Dealers (ERD) are strategically located throughout the United States to support their Biosystems Division (BSD) customer base. Leica Biosystem's Imaging, Inc. is the sole source for the servicing of all LBS Imaging products and services. Their field service engineers are factory certified to repair and provide preventative maintenance service on all of Leica's scanning equipment and the user interface database software, eSlide Manager. In addition, their engineers have access to the latest service information, upgrades, and support to their proprietary software and equipment, which is not serviceable by a third party vendor. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposal; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is note advantageous to the Government, an order will be placed Leica Biosystems Imaging, Inc. The NAICS Code /Size is 511210/35.5 0M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part, 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
