- MARKET RESEARCH “ REQUEST FOR INFORMATION. NO SOLICITATION EXISTS AT THIS TIME. This advertisement serves to aid in determining market interest and capabilities for this prospective acquisition. This is a SOURCES SOUGHT NOTICE for market research purposes ONLY. This information will aid in determining the method of procurement, although the Government intends to issue a Firm-Fixed price contract for the entire requirement to a single company using NAICS 488490. This information will be used to determine the availability of vendors capable of meeting the Government ™s minimum requirements and availability of small businesses capable of providing these commercial services. The NAVSUP Fleet Logistics Center Jacksonville (FLCJ) is conducting a market survey to determine the availability of vendors for Fleet Readiness Center Southeast (FRCSE) which is an industrial facility that accomplishes rework, repair, and overhaul of various aircraft, engines, and components located at Naval Air Station Jacksonville (NAS Jax), Duval County, Florida. This requirement is to provide escort transportation services for military aircraft on public roads between NAS Jax and the Cecil Commerce Center (CCC) for a forecasted total of 60 moves during the period from 1 March through 31 October 2015. The Government will provide the tow equipment and a driver for the movement of the aircraft and obtain a blanket permit from the Florida Department of Transportation (FDOT) authorizing the tow of aircraft on public roads between NAS JAX and CCC. The contractor shall provide all labor, supervision, vehicles, equipment, law enforcement escorts, and any other items necessary to transport aircraft to include coordination with Jacksonville Sheriff ™s Office (JSO), FDOT, as well as the Safety Offices and Security Departments of FRCSE, NAS Jax, and CCC. The aircraft will be reduced to the smallest size possible, ranging in height from 9-17 feet, width ranging from 16-34 feet, and length ranging from 28-61 feet. Tows will typically be Tuesday “ Thursday from 1:00 am to 5:00 am and involve only one aircraft, but the contractor must be prepared for other days/times and for two aircraft at a time. Interested vendors should provide the following information: Organization name, mailing address, website, company size, CAGE code, DUNS number, years in business, affiliate information, parent company, joint venture partners, Government business point-of-contact name, telephone number, and email address as well as a capabilities statement and past performance information pertaining to same or similar work as this requirement. Potential sources MUST identify their business size/socio economic status (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc.). Additionally, interested vendors shall provide a list of all current GSA/VA scheduled contracts (if applicable). Responses shall be in writing and sent via email to Adrienne.Brooks@navy.mil with copy to Alan.D.Bergman@navy.mil on or before 10:00 am, Thursday, 15 January 2015.
