Description
This Notice of Intent is provided to advise that the Government intends to award a Sole Source, 6-month bridge contract, at a Firm-Fixed-Price, to Mid-States Automation & Control Inc for the period of March 1, 2015 through August 31, 2015 to provide HVAC Controls, Metasys Energy Management System, and Chiller Maintenance and Repair Full Service Maintenance Service for the Department of Veterans Affairs, Lincoln and Grand Island, Nebraska, VA Health Care System, Community Based Outpatient Clinics (CBOCs). The current contract expires February 28, 2015 and the bridge contract is intended to ensure support until a new contract is solicited. Mid-States Automation & Control Inc will provide comprehensive preventative maintenance and repair service for Johnson Controls (JC) 85/40 Systems, DSC-8500 Control Systems converted to Metasys, HVAC Pneumatic Controllers, Energy Management Systems,, Variable Frequency Controllers, Pneumatic HVAC Controllers, variable and constant speed York Chillers (Models YTH3A4C3-CKHS, YTH3A4C3 CKHS, and YTG3A3C3 CKHS), and services for all automatic temperature controls, master and remote digital system controllers, Metasys system direct digital controls (or any combination), the Engineering Control Center, variable frequency controllers, and PMI for batteries used for memory backup. In performing these services the Contractor shall furnish all necessary labor, management, supervision, permits, licensing, equipment, supplies, materials, transportation, and any other incidental services. This procurement will be made under the authority of Other Than Full and Open Competition as authorized by 41 USC 3304, Use of noncompetitive procedures, and Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. At this time, Mid-States Automation & Control Inc is the only known contractor that has the manpower, experience, technical/knowledge, and combined capabilities to perform this critical requirement. This short term contract is anticipated to be awarded within the next 15 days. A long term contract is anticipated to be solicited in May/June 2015. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $15.0 million. Mid-States Automation & Control Inc is classified as a small business under this NAICS. This notice of intent is not a request for competitive proposals and no solicitation is available. Not awarding this bridge contract would cause serious harm to the Government; however, the Government will consider responses from all responsible sources received by the date and time identified. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. The Government will not pay for information submitted. Written comments or questions regarding this notice must be received by the Contracting Officer by email at john.becker3@va.gov no later than 10:00 AM Central Standard Time, January 7, 2015.
