- Federal Business Opportunities Information Date: 29 Dec 2014 SOLICITATION NO. W9128F-15-R-0029 On or about 14 January 2015, this office will issue a Request for Proposal for the Advanced Contract Initiative (ACI) Indefinite Delivery/Indefinite Quantity (IDIQ) Emergency Temporary Roof requirements for projects in Puerto Rico. The solicitation will close on or about 19 February 2015. This solicitation is for unrestricted, full and open competition. One contract is anticipated to be awarded from the solicitation. There are no drawings associated with this Request for Proposal. A facts sheet and all solicitation documents will be posted to the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov. All amendments will also be posted to this website. It shall be the contractor's responsibility to check the website for any amendments. The proposer shall submit all requested information specified in the proposal. There will be no public opening of the proposals received as a result of this solicitation. DO NOT submit requests for the proposal to the federal agency personnel. See Obtaining Solicitation Documents below. Project Description: (Approx. quantities) The contractor shall provide all supervision, labor, equipment and materials necessary to install government furnished material (GFM) (i.e. plastic sheeting) on roofs and other types of small roof repairs; rapid temporary repair (RTR) such as plywood over windows and doors where wind has caused structural damage to the exterior shell; and debris clearance which is limited to moving debris from the structure and driveways to help facilitate RTR and temporary roofing repairs for the prevention of further damage to the structure for re-occupancy. The capacity of the IDIQ awarded contract is estimated to be $25 million for a five (5) year period. The five (5) year period will consist of a 2 year base period and 3 one year option periods. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required with the issuance of any task orders against the awarded contracts. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Proposers: Please be advised of on-line registration requirement for Representations and Certifications Application (ORCA) which is located in System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM. All written questions and/or comments should reach the Contracting Office referenced below no later than 30 January 2015 prior to the date set for receiving proposals so that they may be given consideration and/or actions taken prior to the receipt of proposals.
