- SF-18 All quotes/responses shall be submitted via email to Maria Sproul at maria.sproul@navy.mil no later than 12:00 noon Eastern Standard Time on 01/12/2015.. Solicitation N00421-15-T-0093 is issued as an intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Spirent Federal Systems Inc., under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. SEE RFQ Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is a request for competitive proposals. All proposals received by 12:00 noon 12 January 2015 will be considered by the Government.
