Description
THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to negotiate on a sole source basis a contract to Transystems, 2400 Pershing St., Suite 400, Kansas City, MO, 64108. This sole source Service contract is required for historic preservation review and impact assessment of in-field construction modifications to project plans and specifications; consultation with approved parties and review of construction contract submittals to ensure compliance with previously approved historic preservation assessments; for work on infrastructure in New York City. Under the previous task orders Transystems was tasked to review all engineering reports and design submittals (Preliminary Assessments, 10%, 30%, 60%, 90%) up to the 100% submittal for each construction element. Transystems reviewed 16+ design submittals, provided an assessment of historic preservation impacts from proposed designs and provided modifications to limit such impacts. Transystems attended all meetings with Project Delivery Team and with reviewing agency officials. The project is now in the construction phase. Design changes and in -field modifications to previously approved plans and specifications must be reviewed for potential historic preservation impacts. Also required is review of qualifications for certain construction contract personnel as per historic preservation agreements and approval of material samples specified to minimize historic preservation impacts. Transystems will provide rapid and critical support throughout the construction phase. Transystems was previously approved to participate in the review process as per an agreement with Federal, State and Local agencies. Transystems has become intimately familiar with the issues related to the historic preservation issues on this project. To bring in a new firm at this stage would result in a substantial duplication of cost to the Government as the new firm has to review work that has been on-going since 2004. Integrating a new firm at this stage in the project will bring unacceptable delays in fulfilling the agency's requirements. Transystems will not perform work for any other project or program under this specific contract action. This is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Government requirements.
