Description
This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy the agency requirement. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. The associated North American Industry Classification System (NAICS) code is 333314 with a size standard of 500 employees. Brief Description of Requirement: Brief Description of Requirement: AFRL requires the purchase of quantity two (2) high quality tunable Lyot filters which support an in house investigations of entangled photon pair transport. The Lyot filters shall meet the following specification: They will consist of two Lithium Niobate birefringent plates, one Sapphire half wave plate, and two liquid crystal tuning plates. Lithium Niobate Birefringent Plates • Single Crystal Lithium Niobate with orientation flat perpendicular to z-axis • Diameter = 50 +/- 0.1 mm • Thickness = 4.629 +/- 0.003 mm • Clear aperture (CA) is 90% of diameter • Crystal is dislocation/inclusion free • Retardation uniformity across waveplate at 1.55 microns ~ 0.0155 microns over CA • Transmitted RMS wave front error at 1.55 microns ~ 0.054 P-V over CA • Scratch-Dig: 20:10 over CA • Diameter Finish: N4 Grade • Chamfer both edges 0.3mm x 45o Finish N2 Grade • A/R coat both sides for R < 0.25% from 1500-1600 nm and 0-20o angle of incidence Half- Waveplate: • Optic axis orthogonal to crystal face • Diameter: 50.8 mm +/- 0.5 mm • Clear aperture (CA) is 90% of diameter • Thickness: 298 +/- 10 microns • A/R coat both sides for R < 0.25% @ 1550 nm and 0-30o angle of incidence. • Transmitted RMS wave front error at 1.55 microns ~ 0.054 P-V over CA • Flat surface on OD parallel to optic axis Liquid Crystal Variable Retarders • Retarder Material: Nematic Liquid Crystal • Substrate Material: Fused Silica • Outside Diameter: 50.8 +/- 0.5 mm • Thickness: ~ 6 mm • Clear Aperture (CA): 45 mm circular centered • Operating Wavelength: 1550 +/- 30 nm • Retardance Range ~30 nm to 1.2 at 1550 nm over CA • Wavefront Distortion: <  /10 at 1550 nm Goal over CA • Surface Quality: 60 / 40 scratch / dig over CA • Beam Deviation: < 2 arc min over CA • Overall Transmission: ~ 95% over CA • Outside Surfaces A/R coated to provide < 0.3% • A/R coat both sides for R < 0.3% at 1500 nm +/- 30 nm and 0-20o angle of incidence • Edge flat is parallel to the Liquid Crystal director axis The Government intends to negotiate a sole-source contract for the purchase of these Lyots with: Optical Physics Company (OPC) 26610 Agoura Road Suite 240 Calabasas, CA 91302 The Government has made a determination that no company other than Optical Physics Company has a solution for this requirement or the ability to develop a solution due to the proprietary nature of the Lyot stage which are manufactured by Optical Physics Company. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to meghan.thomas.1@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 January 2015. A Sole Source Justification will be attached to this notice after award in accordance with applicable regulations.
