Description
Request For Information (RFI) for Helmet Display THIS IS A RFI ONLY. This is Sources Sought (SS)/Request for Information (RFI) for market research. Information is to be used for preliminary planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This announcement does not constitute a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Purpose: The Product Manager Air Warrior (PM AW) is seeking to identify interested contractors with a qualified Helmet Display capable of providing color symbology in both day and night flights. The responses to this RFI will be used to gather information on systems that may be able to fulfill the PM AW's needs. Background: PM AW is installing Helmet Display and Tracking Systems onto Army Aviation Rotary Wing Aircraft that will include a helmet mounted display which provides three (3) color capability for day and night operations. The display must not interfere with the operation of the Night Vision Goggles and is required to be mountable to the HGU-56/P Rotary Wing Helmet (RWH). PM AW plans to procure a small quantity of displays in FY15 to support continued fielding of helmet display capability to Army Aviation Rotary Wing. In FY16 PM AW anticipates awarding a competitive production contract for helmet displays. (Details for this production contract will be released through a separate RFI). All displays must interface with the Advanced Sight and Display Computer (ASDC) and Common Display Interface Unit (CDIU) for the symbology and display data: In order to meet the timelines for fielding HDTS, any contractor must have a qualified/or nearly qualified system and meet the following requirements: a)Interface with the ASDC (P/N MB1919A-00) and CDIU (P/N MB1254B-00) for data transfer and symbology display. b)Interface with HGU-56/P RWH and comply with USAARL Head Mass Criteria for Neck Injury Standards as shown in attached chart c)Be compatible with the AN/AVS-6 (V)3 ANVIS, Class A night vision goggles (NVGs). d)Meet Airworthiness (safety of flight) qualification and operational requirements. e)Operate using power supplied by the ASDC. f)All wiring and electrical practices shall be IAW SAE-AS50881D. Instructions: Request that interested parties provide a written response to this RFI NLT Tuesday, January 20, 2015. All interested contractors must be registered and active in the System for Award Management (SAM) to be eligible for award of Government contracts. Submissions can be through written correspondence and/or electronic mail. Responses should include, at a minimum: name and address of the interested company or organization; contact information for the primary POC; a brief description of the potential offeror's company/organization and candidate product; a description of how the potential offeror's product either currently meets or how it could be qualified to meet the Air Warrior requirement; a Rough Order Magnitude (ROM) cost and time estimate to complete any qualification to Army Aviation requirements; a ROM for production leadtime from contract award to system delivery; production capacity per month on a 1-8-5 shift.
