Description
The Defense Energy Logistics Agency, Aerospace Energy Business Unit, intends to solicit on an Emergency Full and Open Competition basis for the delivery of Aviator's Breathing Oxygen (ABO) Type II, IAW MIL-PRF-27210J dated 7 Aug 2013 provided into a Contractor-Furnished ABO Tank and all ancillary services including ABO Tank/ISO Lease at Al Jaber, AB, Kuwait 09319. The solicitation will also include a contingency Line Item for Liquid Nitrogen (LN2) Type II, Grade B, IAW CID A-A 59503C dated 3 MAR 2011 to be provided, if needed, into Government-Furnished Tanks. The Government intends to award one Firm Fixed Price Requirements contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The contract ordering period will be five years from Date of Award through 31 January 2020. The total estimated contract quantities are: 31,200 gallons of ABO per year for five years with a contingency for 2,000 gallons of LN2 per year for five years. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 31 December 2014 and will be posted to the FedBizOpps web page ( http://fbo.gov/ ). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable. All responsible sources may submit a proposal, which will be considered by the agency. If you intend to submit an offer, you are required to complete, sign and return the entire solicitation package and be registered in SAM at www.SAM.gov PRIOR to submission of an offer for consideration by the Government.
