- Description
- The Department of Veterans Affairs, VISN 20, Portland Health Care System, located at 3710 SW US Veterans Hospital Rd, Portland, OR 97239 intends to solicit from a single source. This Notice of Intent is to advise that the Government intends to award a Sole Source, Firm-Fixed-Price Purchase Order, to University of North Carolina - Charlotte, for the period of January 15, 2015 through January 14th, 2016 with the option to extend the contract for a period no greater than 6 months to provide professional services of an implementation-study expert to serve as a co-investigator. University of North Carolina - Charlotte will provide leadership for meeting the study objectives, developing interview guides, conducting the interviews, and collaborating with team members in the analyses of the interview data. UNC will provide expert oversight for the process evaluations; identify barriers and facilitators encountered in practice and strategies identified for resolution. UNC will explore measures of treatment fidelity and contribute to manuscripts and presentations to disseminate findings of the project as well as participating in development of the implementation proposal that will follow this project. This procurement will be made under the authority of Other Than Full and Open Competition as authorized by Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. The associated North American Industrial Classification System (NAICS) code for this procurement is 613310, Colleges, Universities, and Professional Schools, with a small business size standard of $27.5 million. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. The Government will not pay for information submitted. Written comments or questions regarding this notice must be received by the Contracting Officer by email at James.Mikell@va.gov no later than 10:00 AM Central Standard Time, January 13, 2015.
