- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 13.302, using Simplified Acquisition Procedures for purchase orders. This requirement is full and open. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil/ ) and uploaded onto FEDBIZOPPS. The RFQ number is N00189-15-T-Z066. It is the contractor ™s responsibility to be familiar with the necessary applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm The NAICS code is 519130 and the Small Business Standard is 500 Employees. This action is for full and open competition. Award of this solicitation will be based on price and responsible quoter. The Government reserves the right to award to other than the lowest quoter. The following is required: individual news service access for 20 staff members, searchable reference database on members of Congress and their personal staff, a searchable database of Congressional actions, a news feed that that incorporates analysis of Congressional actions, predictions and rational for predictions, an e-mail alert system. The estimated period of performance for this requirement is 23 January 2015 through 22 January 2016. Each quoter shall submit their quote in one line item: 0001 Searchable Congressional Data Base. A Firm-Fixed-Price Purchase Order will be issued as a result of this solicitation. The following FAR provisions and clauses are applicable to this procurement: 52.212-4 Commercial Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, 52.243-1 Changes-Fixed Price and 52.204-10 Reporting Executive Compensation and First Tier Subcontract Awards. Additional contract terms and conditions applicable to this procurement are: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and 252.232-7003, Electronic Submission of Payment Requests. 252.232-7006, Wide Area Work Flow will be utilized for payment under this contract.
