- PRE-SOLICITATION FOR DOCK SIDE REPAIRS USCGC THUNDER BAY PRE-SOLICITATION NOTICE: DOCK SIDE REPAIRS USCGC THUNDER BAY The United States Coast Guard Surfaces Forces Logistics Center (SFLC) Norfolk, VA is procuring dock side repair services for the U.S. Coast Guard Cutter (USCGC) THUNDER BAY (WTGB 108) under REQUEST FOR QUOTATION (RFQ) HSCG85-15-Q-P45631. This requirement is a Set-Aside for owners of Service Disabled Veteran Owned Small Business pursuant to the Service-Disabled Veteran-Owned Small Business procurement Program and FAR Part 19.14. All Service Disabled Veteran Owned Small Business may submit offers, which shall be considered by the United States Coast Guard. The applicable North American Industry Classification System (NAICS) Code is 336611 for SHIP BUILDING AND REPAIRING with a Size Standard of 1,000 employees. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in SBA's Small Business Size Regulations, ttp://www.sba.gov/regulations/121/. The RFQ/solicitation will be issued pursuant to FAR 12, Acquisition of Commercial Items and FAR Part 13.5, TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. The RFQ/solicitation HSCG85-15-Q-P45631 will be issued on or about 13 January 2015 with a closing date for receipt of QUOTATIONS on or about 26 February 2015, 1:00 P.M. EST. The RFQ will be posted on the Governmentwide Point of Entry (GPE), FEDBIZOPPS, which may be accessed via the Internet at www.fedbizopps.gov or https://www.fbo.gov. No paper copies of the solicitation and/or amendments will be distributed. DOCK SIDE Repair Specification: Contractor shall provide all necessary, materials, equipment, and personnel to perform dock side repairs to the U.S. Coast Guard Cutter (USCGC) THUNDER BAY (WTGB 108), a 140 foot Ice Break Tug, Bay Class. The vessel's home port is Rockland, Maine. All work will be performed at vessels homepier. The contractor shall be aware of Pier restrictions at CGC THUNDER BAY's home pier. Due to the current pier restrictions the use of heavy equipment is prohibited. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Scope of Work: The scope of the acquisition is for the dock side repairs of the USCGC THUNDER BAY (WTGB 108). This work will include, but is not limited to the following WORK ITEMS: Hull and Structural Plating (General) - 5.1-Pound (1`/8") Steel Plate, Repair Chain Lockers, Clean and Inspect Main Propulsion Motor Sea Water and Lube Oil Pumps, Renew Ship Service Diesel Generators (SSDG) Exhaust Piping, Commercial Clean Boiler Exhaust Stack Uptakes, Commercial Clean Circuit Breakers (60 Hz), Inspect and Test Anchor Chain(s) and Ground Tackle, Inspect and Repair Anchor Windlass, Level 2 Inspect and Repair Vertical Capstan, Level 2 Inspect and Repair Hull Fittings (Mooring and Towing), Inspect and Test - Tender Boat Boom, Level 2 Inspect and Repair Grey Water Holding Tank(s), Clean and Inspect Sewage Vacuum Collection Tanks, Clean and Inspect Chain Locker, Preserve 100% Chain Lockers, Preserve - Partial Decks - Exterior, Preserve ("MIL-Spec/Flight Deck" System) Fixed Ballast (Lead Ingots), Encapsulate Deck Covering (Interior Wet/Dry), Renew Main Diesel Engine (MDE) Exhaust Piping, Commercial Clean All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. Period of Performance: The period of performance is anticipated to be for thirty seven calendar days with a start date of 9 June 2015 and end date of 15 July 2015. SAM: (Formally known as CCR).
