- J.1 Final_MACCS_PWS_9_Dec_2014 This is a combined synopsis/solicitation for commercial items issued under the Small Business Act (15 U.S.C. 637), the Veterans Benefit Act of 2003 (15 U.S.C. 657f), 13 CFR 125.8, and prepared in accordance with the format under FAR Subpart 12.6 – “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” utilizing FAR Subpart 13.5 – “Test Program for Certain Commercial Items,” as supplemented with additional information included in this notice.. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number M68909-15-Q-7607 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78, and the Defense Federal Acquisition Regulations Supplement Change Notice 20141216. NAICS Code 541512 and size standard of under $25 million applies. This solicitation is a 100% Service Disabled Veteran Owned Small Business set-aside. The procurement is for a Base Year and One (1) Option Year for Marine Air Command and Control Systems (MACCS) Sustainment Contractor Support Services. The Contract Period Of Performance is as follows: Base Year Period of Performance: 2/1/2015 through 1/31/2016, 12 Months Contract Line Item Number 0001: MACCS CSS - Labor in accordance with attached PWS/QASP Contract Line Item Number 0002: MACCS CSS - ODCs in accordance with attached PWS/QASP Option Year 1 Period of Performance: 2/1/2016 through 1/31/2017, 12 Months Contract Line Item Number 1001: MACCS CSS - Labor in accordance with attached PWS/QASP Contract Line Item Number 1002: MACCS CSS - ODCs in accordance with attached PWS/QASP Funds are not presently available for Contract Line Items Numbers. The Government may unilaterally exercise or fund Contract Line Item Numbers per FAR 52.217-7 on or before February 1, 2016, depending on the availability of funds. The Labor Contract Line Item Numbers will be evaluated for price fairness and reasonableness. The Other Direct Costs (ODC) Contract Line Item Numbers will not be evaluated. ODC CLINs expenses are directed by the Government and reimbursed at cost based on the requirements of the PWS. Marine Corps Tactical Systems Support Activity (MCTSSA) provides technical and engineering support services to the Marine Corps Systems Command (MCSC). MCTSSA’s Program and Engineering Support Group (PESG) Command and Control (C2) Domain directly supports the efforts undertaken primarily by MCSC’s Program Manager for Marine Air-Ground Task Force (MAGTF) Command, Control and Communications (PM MC3). All responsible vendors complying with the above description may submit a quotation, which shall be considered by MCTSSA. The vendor’s quotation shall describe in detail their technical understanding and approach to the tasks specified in the attached PWS/QASP. The procurement is for Marine Air Command and Control Systems (MACCS) Sustainment Contractor Support Services to be delivered to Marine Corps Tactical Systems Support Activity (MCTSSA), MCB Camp Pendleton, CA. The intent of this effort is to provide continued technical support to the MACCS, including: Command and Control (C2) systems integration and platform testing and system testing, analysis, evaluating software and hardware, fielding and training to the operating forces, and reviewing supporting documentation for the MACCS.
