- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Molecular Devices, Sunnyvale, CA 94089, pursuant to 41 U.S.C.253(c)(1)-Only one responsible source and no other supplies or service will satisfy agency requirement Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This purchase is for a service plan contract renewal for an ImageExpress Micro System. The quantity is (1 each) for the following: 1) ImageExpress Micro, IXMRBT-PMI-OS, 1PM, Onsite Performance Assurance: Includes Parts, Labor, Travel & 1 Annual PM Service, Tech Support, and Priority Response. This specialized equipment has a dedicated computer with unique programming developed and designed specifically for operation of this model Micro High Content Screening System by Molecular Devices. This programming is both to run the equipment and helping diagnose any problems that may occur during operation to indicate that a technician is required. Only a certified Molecular Device service technician would be familiar with this programming and be qualified to work in depth with the programming in its advanced diagnostic modes in an efficient and timely fashion to further assess needed repairs and maintenance. Failure to renew this service plan would be critical to the NIEHS research, along with technical issues or problems encountered with the Micro High Content Screening System could result in costly repair or irreparable damage. The period of service is for one (1) year. Molecular Device is the manufacturer and sole source for the servicing of all ImageExpress Micro Systems, products and services. Their field service engineers are factory certified to repair and provide preventative maintenance service on all of Molecular Device's ImageExpress equipment and upgrades. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposal; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is note advantageous to the Government, an order will be placed Leica Biosystems Imaging, Inc. The NAICS Code /Size is 811219/19.0. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part, 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
