- The Army Contracting Command - New Jersey at Picatinny Arsenal, NJ 07806-5000 intends to issue a Request for Proposal (RFP) for the procurement of Logistics Engineering and Product Analysis Support in support of the Logistics, Research, and Engineering Directorate (LRED), Life Cycle Supportability Division (LCSD) located at Picatinny Arsenal, NJ. This RFP will utilize best value evaluation procedures. This requirement will utilize Full & Open Competition. An Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) five year contract is anticipated. The intention is to make three (3) multiple awards. The total value of all potential orders issued under all awarded contracts will not exceed $9,931,309. Additional information will be provided within the RFP. The RFP issuance date is currently forecasted to be on or about 29 December 2014. The deadline for all proposals will be 6 February 2015. Point of Contact for this action is Christina Makhijani. The following questions have been answered regarding the Pre-Solicitation Notice above 12/31/2014 as follows: 1) Has the RFP release been delayed? Answer: Yes, due to holidays, documents for Solicitation Release are still in staffing. 2) When should we expect to see the RFP? Answer: Prior to 31 January 2015. 3) Is the PWS projected to be similar or the same as the one noted in W15QKN-13-R-0023 awarded Sep. 2014? Answer: No. The PWS is NOT similar to W15QKN13R0023. That effort was for Integrated Logistics Support Management, Publications, New Equipment Training, Materiel Management, Manpower Personnel Integration and Provisioning. This effort is specifically for Logistics Engineering and Product Support Analysis. 4) Are these services currently being performed? Answer: Services for Logistics Engineering and Product Support Analysis in support of the Life Cycle Supportability Division have not been procured in the past. This is a new requirement.
