Description
Shelter Specifications Comm Shelter Performance Work Statement Draft The USDA Forest Service is hosting an Industry Day/RFI for Small Business Radio Communication Shelter Manufactures with the CIO Radio team members, the 8(a) Installation Contractor and for the FY15 Program of Work valued at approximately $2M annually. Participants have the option to attend either in person or by submitting a written response as described below. All Q&A will be posted 5 business days after the Industry Day/RFI. The information provided during this industry day may be used by the Forest Service to best develop its acquisition strategy, Performance work Statement, Salient Characteristics, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. An Industry Day (see below) will be held to provide interested industry parties the current plans for this proposed activity. This will help the Forest Service (FS) develop PWS for the 8(a) Project Coordinator /Installer and Specifications for future Shelter requirements. The FS will look at all the salient characteristics, specifications, and products offered by the small business manufactures in hopes of creating a more competitive environment and thus competitive pricing (cost saving) with a high quality product solution. This will potentially result in multiple contract awards to the best value small business Communication Shelters Manufactures before the FY15 Field Season Implementation/Installation in June and further out years. The Forest also seeks potential sources and best practice information regarding the availability of commercial off-the-shelf (COTS) Radio Communication Shelters which are comprised of (but not limited to) salient characteristics found in the attached "Shelter Specifications" and "Comm Shelter Performance Work Statement Draft". We ask that industry review these documents and provide proposed revisions, suggestions, and considerations for future use by the Forest Service. The Industry Day event will be held on Thursday, January 15, 2015 from 9:00 a.m. until 5:00 p.m. MST. This event will be held at 101B Sun Ave. Suite 200, Albuquerque, New Mexico, 87109. The purpose of the event is to facilitate discussions with small business manufactures who believe they have a product capable of meeting the requirements. The Government hopes to have participation from companies from NAICS codes 334220, 238190, 334290 and 332311. Please note that all interested Industry Day participants are required to pre-register for this event by contacting Michael DeSouto via email at mdesouto@fs.fed.us, NLT 12:00 p.m. EST, January 8, 2015. (There is no fee associated with the registration process.) No vendors will be allowed to participate in this Industry Day unless they have pre-registered before the cited deadline. Each company will be equally allotted up to 15 minutes, may change based on number of attendees, for a proprietary only session with the Government. If there are more attendees than slots, then a follow-up telephonic slot will be provided. Briefing times will be scheduled on a first come, first serve basis and will be assigned during pre-registration. All registered participants will be provided a detailed Industry Day agenda and meeting logistics. Participants who have specific questions for discussion during their individual session may submit them in advance to the pre-registration contact identified above. Also note that participation in this Industry Day event is strictly voluntary and for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services or for the Government to pay for the information received. The Government will not be responsible for any associated costs as a result of prospective offerors interest, response or participation in this Industry Day event. Any formal solicitation will be announced at a later date. The Government reserves the right to cancel this requirement at any time during the acquisition process. Anyone interested in responding to this Special Notice will do so by email to the POC listed above. No telephone calls will be accepted. Electronic submissions are preferred. Hard copy submissions of any revisions, comments, questions, and key considerations to the attached "Shelter Specifications" and "Comm Shelter Performance Work Statement Draft" may be sent to: USDA Forest Service WO AQM IT Support Branch, 101B Sun Ave. Suite 200; Albuquerque, NM 87109. Responses to the RFI/Industry Day are due no later than NLT 12:00 p.m. EST, January 8, 2015. Disclaimer and Notice: This is an industry day/RFI announcement only and does not constitute a commitment, implied or otherwise, that the Forest Service, will take procurement action in this matter. This is NOT a solicitation for proposals, applications, proposal abstracts, or quotations. Per Federal Acquisition Regulation (FAR) clause 52.215-3, (a) the Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Responses will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of obtaining knowledge and information for project planning purposes only. This industry day/RFI announcement shall not be construed as an obligation on the part of the Government. Further, the Government will NOT be responsible for any cost incurred in furnishing this information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided during the industry day discussions will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered responses to a solicitation. As indicated above, industry day respondents and others who express interest may be invited to participate in Technical Exchange Meeting, one-on-one discussions with the Government to discuss their technical information in greater detail. Failure to respond does not preclude proposal submittal, if a formal acquisition is announced. By submitting information in response to this industry day announcement, submitters consent to the release and dissemination of submitted information to any Government or non-Government entity to which the USDA Forest Service CIO and WO AQM releases and disseminates the information for review. As such, to the extent that any information submitted in response to this announcement is marked as, or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information submitted may be disclosed to third parties, and (b) that submission of information in response to this announcement constitutes consent to such handling and disclosure of submitted information.
