- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number M27100-15-T-5003 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-79 and the Defense Federal Acquisition Supplement (DFARS), current to DPN 20141216. The North American Classification System Code is 562112. This acquisition will be performed outside Continental United States (OCONUS) and shall not be set-aside to small business. II MEF Expeditionary Contracting Office has a requirement for the fuel containment kits in support of a Marine unit in Moron Air Base, Spain. This is a BRAND NAME OR EQUAL procurement. As such, the provision at FAR 52.211-6, Brand Name or Equal (AUG 1999) applies to this RFQ. The manufacturer s name and part/model number have been provided to describe equipment deemed minimally capable of satisfying the Government s requirement. The manufacturer name and part number are provided only to assist potential quoters in understanding the Government s requirement. The Government is not soliciting or suggesting a particular name brand, and will consider quotes for any brand that fulfills or exceeds the Government s need. The Vendor s quoted product description shall reflect the characteristics and level of quality that will satisfy the Government s needs. The Government will issue a firm fixed price purchase order. It is the Government s intent to award this requirement on an all or none basis . ITEM 1:20K Fuel Bag Containment QUANTITY: 2 KITS DESCRIPTION: 36x36x3- 20K All Terrain Berm MFG: BASIC CONCEPTS, INC. EVALUATION AND BASIS OF AWARD The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: a.Price b.Conformance to the salient characteristics. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. An award will be made on an ALL OR NONE BASIS. 3. PRICING OF QUOTE AND SUBMISSION a.The Government will conduct the price evaluation required by FAR 13. I.The quote must reflect the unit prices and extended/overall amounts. The vendor s quote should contain the vendor s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. b.DELIVERY: The Government requires delivery no later than 30 days after receipt of order (ARO). The Vendor shall clearly state in their quote whether the Governments requested delivery date can be met. I.All are to be shipped to: i.ASH STREET BLDG 1118 CAMP LEJEUNE NC 28542-5000 ii.Items shall be shipped FOB destination. 4. INSTRUCTION TO VENDORS a.Contractor shall provide pricing information on a quote with a company letterhead and will be submitted to the Contracting Officer before the deadline. b.If an equal item is being offered the contractor shall include a product literature to demonstrate that the similar item meets or exceed the technical specification of the requirement. c.Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://www.acquisition.gov or https://www.sam.gov. d.Contractor must also ensure annual representations and certifications are current or complete them at the SAM website as well. All prospective offerors interested in submitting a quote must have a NATO commercial and government entity code (NCAGE code) and a Data Universal Numbering System number (DUNS number). 5. SUBMISSSION Quotes shall be received by the Contracting Officer by 4 p.m., Local Spanish Time, TUESDAY, 12 JANUARY 2015, to be considered for award. Quotes may be submitted via email to SPMAGTF-CR.CONTRACTING.OMB@US.AF.MIL and CC to mark.silang@us.af.mil. Submitted quotes must reflect unit prices, extended amounts and an overall order total. It is solely the Contractor s responsibility to ensure quotes are received within the required timeframe.
