Notice Type:Solicitation Notice Solicitation Number:VA256-15-Q-0038 Description:Semi-Annual Roof & Gutter Preventive Maintenance Inspection Service NAICS: The applicable North American Industry Classification System Code (NAICS) is 238160 - Roofing Contractors; the Small Business Size Standard is $15.5M. The procurement is set-aside 100% for qualified Service-Disabled, Veteran-Owned Small Business (SDVOSB). In order for a firm to be considered, the firm must be verifiable in the Center for Veterans Enterprise (VetBiz) at the time of offer submission. Offers from other than SDVOSB firms shall not be accepted. The Department of Veterans Affairs, Veterans Health Care System of the Ozarks, Fayetteville, Arkansas requires a qualified Contractor capable of providing management, supervision, labor, materials, tool, and equipment needed to perform Semi-Annual Roof and Gutter Inspection and Preventative Maintenance Service. The Semi-Annual Roof and Gutter Inspection and Preventative Maintenance Service work shall include, but will not be limited to, cleaning and maintaining low slope roofs, all gutters/downspouts, and other work for each building mentioned/listed and described in the solicitation Statement of Work (SOW). The Contractor must provide all resources, including but not limited to qualified staff, materials, equipment, tools, and supplies, to perform the work. The Semi-Annual Roof and Gutter Inspection and Preventative Maintenance Service shall be accomplished no less than twice a year, within a six (6) months' time span between servicing. Once the Semi-Annual Roof and Gutter Inspection and Preventative Maintenance Service work begins, all buildings must be accomplished and completed within thirty (30) calendar days. Work will begin on or about April 21st and October 21st of each year. The Contractor is to provide a written/detailed report of the conditions on each building, within thirty (30) days after completion of each and every servicing call. Period of Performance: The anticipated contract Period of Performance (POP) shall be from April 01, 2015 thru March 31, 2016 with provisions for up to four-1 year extension options that would extend the contract through March 31, 2020. Pre-Bid Site Visit Conference: Interested Offerors are urged and expected to attend a schedule Pre-Bid Site Visit Conference to inspect the site and satisfy themselves regarding the general conditions that may affect the work and cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the work site constitute grounds for a claim after contract award. The Pre-Bid Site Visit Conference date is set for Wednesday, January 21, 2015 at 10:00 a.m., at the Department of Veterans Affairs, Veterans Health Care System of the Ozarks, 1100 N. College Avenue, Medical Center Campus, Fayetteville, Arkansas. Interested attendees shall meet and assemble at Building 7, Engineering Services. The complete solicitation package is attached hereto. Solicitation documents may be obtained electronically at www.fedbizopps.gov. All offers must be submitted to the attention of the Contracting Officer identified and listed on the Standard form 1449, section 31b and to the address identified on the Standard form 1449, section 16. E-mail proposals will be acceptable at claude.humphey@va.gov. Any proposal received after the closing date and time will be considered late and will not be accepted. All questions regarding this solicitation must be submitted to the Contracting Officer in writing (email is acceptable).
