- NOTICE OF CONTRACT ACTION General Information Document Type: P - Pre-solicitation Notice Solicitation Number: FA2486-15-R-0003 Posted Date: 5 January 2015 Response Date: 20 January 2015 Classification Code: R - Professional, Administrative, and Management Support Services NAICS Code: 541512 - Computer Systems Design Services Contracting Office Address Department of the Air Force, Air Force Materiel Command, Air Force Test Center (AFTC), Services Management Office (SMO), Eglin AFB, FL 32542 Description NOTICE OF CONTRACT ACTION (NOCA) - The AFTC SMO intends to solicit and award a five (5) year Indefinite-Delivery, Indefinite-Quantity (IDIQ) sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 U.S.C. 2304(c)(1)), to Exelis Inc, 12975 Worldgate Dr Ste 700, Herndon VA 20170. It is anticipated that the new contract will be awarded on or before July 2015. The purpose of this requirement is to provide sustaining engineering services (SES) in support of the B-1 and B-52 mission data (MD) test laboratories and 53d Electronic Warfare Group (53 EWG) Special Test Equipment (STE) located at Eglin Air Force Base Florida. The contractor shall provide SES that will consist of responses to recurring and non-recurring engineering tasks in support of the B-1 and B-52 EW operational test requirements and maintenance/upgrades to STE. Planned taskings will directly support the maintenance, operation and technical capabilities of the AN/ALQ-161 and AN/ALQ-172 and other EW systems mockups and STE for the 53 EWG to include the mobile test facilities (MTFs). This contract includes all 53 EWG B-1 and B-52 specific support equipment (SE) requirements. It also covers the common SE that is used on other platforms, such as the Radar Signal Simulators (RSSs), RF Measurement Test Sets (RFMTS), Robust Analysis and Scoring System (RASS), Integrated Radar Electronic Warfare Test Set (IREWTS), and the Measurement and Verification System (MAVS). The contractor shall provide highly knowledgeable personnel (i.e. must have previous hands-on experience on the hardware design, software coding, integration, and testing of these STE) to perform the necessary work as requested by each task order. Inherent in providing these goods and services, the contractor shall provide the supervision and management effort necessary for the efficient and effective administration and control of the work to be performed. The contractor shall ensure adequate resources are dedicated to satisfy the requirements of work assignments. An IDIQ contract is anticipated, which may utilize fixed-price and cost-reimbursement contract types. As stated above, it is estimated that the total base contract period of performance will be for five (5) years from time of award. The Government intends to solicit and negotiate for services with only one source under the authority of FAR 6.302-1. In accordance with FAR 5.203(a), interested persons may identify their interest and capability to respond to the requirement within the response date specified above in order to be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements in response to this synopsis are due by 20 January 2015. The date of response to this synopsis is fifteen (15) days after the date of this synopsis publication. The Air Force Test Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
