- AFRL Electronic Subscription Agreement The Air Force is publishing a Sources Sought Synopsis. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The purpose of this Sources Sought is to determine if there are any businesses available that are capable of performing the effort described herein. The Air Force Research Laboratory (AFRL) D'Azzo Research Library at Wright-Patterson AFB, OH is seeking sources to: Provide AFRL-wide electronic access to Chemical Abstract Services (CAS) SciFinder databases for one (1) base year and two (2) one-year options. This notice information is to support market research being conducted by AFLCMC/PZIEC to identify capable potential sources. The acquisition strategy has not yet been determined. Market research results will assist the Air Force in determining whether this requirement will be a full and open, a small business set aside, or a sole source acquisition. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting will apply. Therefore small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply. This effort is expected to result in a Firm Fixed Price contract. The anticipated period of performance for the base year is CY 2015. The anticipated period of performance for Option Year I is 01 Jan 2016 - 31 Dec 2016 and Option Year II is 01 Jan 2017 - Dec 31 2017. The applicable North American Industry Classification System Code is 519130 (Internet Publishing and Broadcasting and Web Search Portals). Small Business Size standard is 500 employees. Company Information to include: a. Points of contact, addresses, email addresses, phone numbers b. Identification as a large U.S. business, small U.S. business or a foreign business. c. Identification of any other socioeconomic status including: Small Disadvantaged Business, Woman Owned Small Business, Economically Disadvantaged Small Business, 8(a), Service Disabled Veteran Owned Small Business, Veteran Owned Small Business or HUBZone. d. Please note that size indicated should be based on the NAICS code for this effort listed above. e. A summary of your related capabilities information based upon the Contractor Requirements identified above. It should be brief and concise, yet clearly demonstrate your abilities to meet the stated requirements including: company CAGE Code (awardee will need to be registered in SAM) or DUNS Number, and description of relevant contract experience with Government or commercial customers. Limit responses to a total page limit of 5-7 pages in a Microsoft Word compatible format. 2. Address your approach to how the subscription would be provided as requested above. 3. Provide no more than five contract history matrices for any contract(s) relevant to this effort. (Include information about current work or work completed within 3 years of date of this notice) For all current or past contracts deemed relevant, provide the following administrative reference information. (There is no page limit for these matrices.) a. Company/Division Name b. Program Title c. Contracting Agency d. Contract Number e. A brief description of the contract effort f. Type of Contract g. Delivery Date h. Original Contract & Value and Current Contract & Value i. Name, address and telephone number of Program Director/Manager 4. Any other information you think we need to assess your capabilities. Submitted information shall be UNCLASSIFIED. Any information submitted by respondents to this sources sought synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their response. This synopsis does not constitute a Request for Proposal nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. Respondents should not construe this notice as a commitment by the Air Force for any purpose. All responses should be received no later than 20 January 2015, 2:00 PM (EST).
