Chief Financial Office Sources Sought Notice - Section C Statement of Work. Sources Sought Notification S0L-OAA-15-000020 This is a Sources Sought Notice. This notice is only a market survey for information which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The Financial Policy and Support Division (M/CFO/FPS) of the Office of the Chief Financial Officer (CFO), United States Agency for International Development (USAID), is responsible for managing the CFO training program. M/CFO/FPS assesses the training needs of USAID financial management personnel and provides training in the areas of accounting, voucher examination, financial analysis, appropriations law, fraud awareness and internal control. The courses are focused for new employees, including those hired under the Development Leadership Initiative (DLI), and working in financial management either in Washington or at a USAID mission overseas. Course participants will have varied backgrounds in federal financial management ranging from novice to experienced. The purpose of the contract is to enhance and deliver four of the training courses provided under the CFO training program to USAID personnel both in Washington and at selected overseas locations. The four training courses are: Appropriations Law at USAID, Financial Management Overview, Fraud Awareness, Detection and Reporting, and Internal Control at USAID. The purpose of this notice is to gain knowledge of interest, capabilities and qualification of various members of the Small Business Community to include Small Businesses, Veteran-Owned Small Businesses, Service-Disabled Veran Owned Small Businesses (SDVOB), Historically Underutilized Business Zones (HUB-Zone), Small Disadvantaged Businesses, Women-Owned Small Businesses, and 8(a) Businesses. The type of solicitation to issue will depend upon the responses to this sources sought notice. It is USAID's intention to find small business sources that are qualified and/or possess the capability to perform this type of requirement. It is envisioned that the final contract will be awarded as a Firm-Fixed-Price (FFP) with cost reimbursement for travel. Interested small business concerns are requested to submit an expression of interest and a statement of capabilities (SOC), no later than January 19, 2015 by 1:00 pm EST.
