Description
The United States Special Operations Command (USSOCOM) has a requirement to retrofit its current inventory of up to 423 PEQ-1Cs to provide an enhanced laser designating capability without investing SOCOM funds to procure an entirely new system. The purpose of this effort is to reutilize material from the laser designator systems currently in USSOCOM's inventory to provide an enhanced laser designating capability without investing SOCOM funds to procure an entirely new system. The system resulting from this retrofit process will henceforth be referred to as the Mini Special Operations Forces Laser Marker (SOFLAM). The Government expects to negotiate and award this requirement on a sole source basis under the authority of 10 U.S.C. §2304(c)(1), as implemented by FAR 6.302-1, to Northrop Grumman (NG) Laser Systems, Apopka, FL. The PEQ-IC Is a Non-Developmental Item (NDI) for which the Government does not own data rights. The Contractor, NG, developed and owns the data rights for the data rights for this system. The kits being developed under this effort to retrofit the PEQ-1C to a mini SOFLAM cannot be procured competitively without the use of a level three technical data package which details form, fit, function, material, assembly, interfaces and manufacturing processes. After evaluation of the responses received to the RFI issued 10 September 2014, USSOCOM has determined that the cost of procuring the data is not expected to be recovered through competition. This requirement is a one-time upgrade for a specific number of units and there will be no further need for this type of modification. Parties that feel they can meet this requirement are encouraged to identify themselves. While this notice is not a request for competitive proposal, the Government will consider all bids, proposals, quotations, and capability statements received.
