Description
Naval Air Systems Command (NAVAIR) intends to award a sole source contract for the development, integration, and procurement of Automatic Dependent Surveillance- Broadcast (ADS-B) Out systems for the T-6B (USN) and T-6D (USA) primary trainer aircraft to Beechcraft Defense Company (BDC), a subsidiary of Textron Aviation, in Wichita, KS pursuant to the authority provided in 10 U.S.C. 2304(c)(1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.' The Government does not possess the data or the rights to the data that would permit competition. BDC is the only capable source to satisfy the requirement due to an exclusive partnership agreement with Esterline CMC Electronics, Inc. (CMC) who owns the intellectual property rights to hardware and software in the integrated avionics in the T-6B necessary to execute this effort. ADS-B Out is a requirement mandated by the Federal Aviation Administration (FAA) for continued operations in the National Airspace beyond 1 January 2020. The development of the ADS-B Out system will include upgrading the Integrated Avionics Computers (IACs) Global Positioning System (GPS) card assembly with a new Space Based Augmentation System (SBAS)/Wide Area Augmentation System (WAAS) GPS card, replacement of the Mode S Transponder, replacement of the GPS antenna, and upgrade to the T-6B Ground Based Training System (GBTS) IACs. The upgrade will include software modifications to the Flight Management System (FMS) to integrate the avionics components into the T-6B/T-6D Integrated Avionics System (IAS) and meet FAA Supplemental Type Certification. The contract will also cover the procurement of 252 T-6B (USN) and 4 T-6D (USA) aircraft modification kits, support and ground training equipment, spares and technical data affected by the engineering change. The prospective contract covers FY 2015 through 2019 and will consist of a cost reimbursable base period with two (2) firm fixed price production lots. A solicitation is not available at this time.
