Description

MARKING AND BARCODING INSTRUCTIONS The U.S. Department of Commerce, National Logistics Supply Center, and Silver Spring, MD intend to award a purchase order to replenish logistics spares for the ASOS All Weather Precipitation Accumulation Gauge (AWPAG).The U. S. Department of Commerce, NOAA, Eastern Acquisition Division-Kansas City, (EAD-KC), intends to solicit for purchase of 50 All Weather Precipitation Accumulation Gauge (AWPAG) Ring Heater controller Boards. NSN: 5998-01-520-7205. This is being purchased for the National Weather Service (NWS) to be delivered to the National Logistics Support Center, Kansas City, MO. This acquisition is proposed to be sole source to C.C. Lynch and Associates, Inc. as the only known qualified source of this part due to the proprietary nature of the design. All spares for this system are required to be identical to the item which was provided with the original equipment. It is not possible to substitute for this item; any logistical spares must be form, fit, and function identical to the original equipment item. C.C. Lynch and Associates considers this item as proprietary and so is the only known source of supply. The original equipment was subjected to a stringent qualification test regime which included operational testing, field testing, and environmental qualification testing. Acceptance of any item other than the original equipment would require that testing be completely reaccomplished. This is not acceptable, as it would require significant funding and time to accomplish and would result in fielded AWPAG systems being unavailable during the period. For this reason, only C.C. Lynch and Associates part number P/N 70.010.105.3.2 are deemed acceptable at this time. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures and FAR Part 12 Commercial Items. The NAICS code for this action is 334519. The NWS special packaging/marking requirement will be applicable. Firms, who believe they can provide this supply, must furnish detailed information that demonstrates their experience and capability to provide the services, and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of supply previously. Interested parties must respond within (7) seven calendar days after publication of this notice. If no affirmative responses are received, the Government intends to issue Purchase Order to C.C. Lynch & Associates, Inc. All contractors doing business with the Government must be registered with the System for Award Management (SAM).
