- The 380th Contracting Squadron, Al Dhafra Air Base (ADAB), Southwest Asia, hereby publicizes its intention to issue solicitation number FA5706-15-R-0005 to solicit proposals for the Multiple Award Construction Contract (MACC) for Al Dhafra Air Base. The Air Force intends to award a minimum of two (2) with a target of four (4) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for the MACC Program consisting of a broad range of design-build, maintenance, alteration, repair, renovation, and minor construction projects affecting real property on Al Dhafra Air Base. However, the Government reserves the right to award more than four (4) contracts. Performance of design-build, or build only requirements will be accomplished through individual, firm-fixed-price task orders. Description of the work will be identified in each individual task order. This procurement is unrestricted (full and open competition). The estimated program value (combined value of all task orders from all awarded contracts) is $45,000,000 over a five-year period. The projected period of performance will consist of one 12-month basic period, plus four 12-month option periods, starting on or around 1 September 2015 through 30 August 2020. Task orders may range between an estimated $2,000 and $5,000,000. The solicitation will include construct-only seed project(s) at Al Dhafra Air Base; the magnitude of which is between $500,000 and $1,000,000. The anticipated issue date for the Request for Proposal (RFP) is on or about 9 February 2015, with the anticipated date for receipt of proposals on or about 26 March 2015. The Government plans to use the Federal Business Opportunities (FBO) website as the only means of disseminating and exchanging information. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. Hard copies of documentation will not be made available however potential offerors may download their own copy of the solicitation package. Potential offerors must register at FBO in order to receive notification and/or changes to the solicitation. A pre-proposal conference will be held at a location and date anticipated sometime between 15 February and 14 March 2015. Confirmed dates and additional information will be provided in the RFP. All offerors must be registered and active in the System for Award Management (SAM) in order to receive a contract award. Further information on SAM can be obtained at https://www.sam.gov.
