Sources Sought Information W911KB-15-T-0003 TREE AND BRUSH CLEARING AT THE CHENA RIVER LAKES FLOOD CONTROL PROJECT, NORTH POLE, ALASKA THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The U.S. Army Corps of Engineers is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research to identify businesses which have the capability to perform the following work: This solicitation will be considered for a SMALL BUSINESS SET-ASIDE to include 8(a), Small Woman-Owned Business, Disabled Veteran-Owned business, and Hub Zone business. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about January 15, 2015. Access to the documents will be through a link on the FedBizOpps website: http//www.fbo.gov. Use the Advance Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to this solicitation will also be available for download from the FedBizOpps website. The selected contractor is required to have sufficient staff, flexibility, and capability to be available on an as-needed basis. Interested firms must be able to provide all management, tools, supplies, parts, materials, equipment, transportation, and trained labor necessary to provide for Tree and Brush Clearing at the Chena River Lakes Flood Control Project, North Pole, Alaska. The bid schedule will not include additional work as option years. The estimated dollar magnitude of this project is anticipated to be between $25,000 and $75,000. The performance period will be March 15 through April 30, 2015. The Service Contract Act applies for this acquisition. Bid, payment, and performance bonds are not required for services contracts. There is a requirement for insurance for work on a Government installation in accordance with FAR 52.228-5. The contractor shall have at least the minimum amounts of insurance as required in FAR 28.307-2. Therefore, the successful offeror shall have the capability to acquire such insurance. DESCRIPTION OF WORK: Tree clearing is critical to the operation of the dam for the purpose of impounding, diverting and regulating floodwaters for the Chena River Flood Control Project. All trees and brush will be completely masticated to chips no larger than 3 foot long by 3 inches wide and left on site. A few "leave" trees on certain sites will be marked with blue timber paint by the COE to be left standing undisturbed. Tree species vary from pure to mixed stands of white birch, balsam popular, white spruce, black spruce, tamarack, willow, and alder. The Contractor can expect to encounter soft, boggy ground and standing water within the treatment areas where equipment access may be difficult. Vegetation to be cut is also on sloped road embankments and water control structures with riprap rocks, which must not be disturbed. Equipment with an arm capable of a 35 foot reach may be needed to clear some sections. About 25 acres require clearing. The Chena River Lakes Flood Control Project is located 18 miles east of Fairbanks, Alaska, near the community of North Pole. The timeliness and thoroughness of the work under this contract are essential to maintain proper operation of the flood control project. Packages should include the following information: (1) Business name, address and business size under NAICS 238910 (2) If a small business, identify small business type (HUBZone, SDVOSB, 8(a), Woman Owned Small Business, etc) and DUNS Number. (3) Demonstration of the firm's experience as a prime contractor on projects of similar size, type and complexity within the past five years. List actual projects completed and include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed. (4) How much experience with Alaskan infrastructure work (years and type of work)? Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. If the project is cancelled, all proposal preparation costs shall be borne by the offeror. System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award.
