Sources Sought Document W911KB-15-T-0002 RENTAL OF GATE INSPECTION CRANE WITH OPERATOR AND CREW AT THE CHENA RIVER LAKES FLOOD CONTROL PROJECT, NORTH POLE, ALASKA THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The U.S. Army Corps of Engineers is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research to identify businesses which have the capability to perform the following work: This solicitation will be considered for a SMALL BUSINESS SET-ASIDE to include 8(a), Small Woman-Owned Business, Disabled Veteran-Owned business, and Hub Zone business. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about January 15, 2015. Access to the documents will be through a link on the FedBizOpps website: http//www.fbo.gov. Use the Advance Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to this solicitation will also be available for download from the FedBizOpps website. The selected contractor is required to have sufficient staff, flexibility, and capability to be available on an as-needed basis. Interested firms must be able to provide all management, tools, supplies, parts, materials, equipment, transportation, and trained labor necessary to provide for Rental of Gate Inspection Crane with Operator and Crew at the Chena River Lakes Flood Control Project, North Pole, Alaska. The bid schedule will not include additional work as option years. The estimated dollar magnitude of this project is anticipated to be between $75,000 and $150,000. The performance period will be April 20 through April 30, 2015. The Service Contract Act applies for this acquisition. Bid, payment, and performance bonds are not required for services contracts. There is a requirement for insurance for work on a Government installation in accordance with FAR 52.228-5. The contractor shall have at least the minimum amounts of insurance as required in FAR 28.307-2. Therefore, the successful offeror shall have the capability to acquire such insurance. DESCRIPTION OF WORK: The contractor shall provide a 120 to160 ton rubber-tired lattice boom truck crane with the following operating parameters: lift a 50 ton gate and maneuvering the load within a 29 foot diameter by 32 foot tall vertical cylinder with a hook height of 50 feet. The Contractor shall also provide a crane operator, crane rigger/signalman and 2 laborers to lift and lower the control works regulating gates for a hydraulic steel structures inspection. In addition to lifting and lowering gates, dogging, laying down, and stabilizing gates, the contractor shall assist in removing and replacing steel gate orifice plates, maximum weight of 1,500 pounds, and associated tasks. The Government will perform the steel inspections once the orifice plates are removed. The crane location will be the concrete deck of the project control works. This deck has areas of restricted allowable loads thus the contractor shall expect close coordination and restrictions on crane/outrigger placement. The Contractor shall also provide a rubber tired fork lift, Ingersoll-Rand VR-90B or equivalent, with operator for use in removing and replacing the regulating gate orifice plates once the gate is removed from a slot and positioned for inspection. It has yet to be determined whether the gate inspection position will be in a vertical or laid down orientation. One of the two laborers may also serve as the fork lift operator. The contractor shall also provide a scissors-type lift capable for use on the concrete deck and lifting two inspectors the height of the gate once removed from the slot. Each steel regulating gate (overall dimensions are approximately 29 feet wide, 28 feet-8 inches tall, and 4 feet-8 inches thick), with rigging weighs about 97,000 pounds; four gates shall be inspected, each inspection is estimated to require 2 days. The Government has a limited amount of rigging equipment available for use; a four legged sling and associated shackles for the gate is available for the Contractor's use. Additional rigging may be required. The crane operators and riggers shall meet USACE Safety Manual EM385-1-1 requirements for Crane Operators and Riggers. The Contractor shall also provide a Lift Plan and Lift Supervisor for every lift. Work days shall be Monday thru Saturday, from 8 AM to 6 PM The period of performance is April 20 thru April 30, 2015. The estimated award date is March 1, 2015. The timeliness and thoroughness of the work under this contract are essential to maintain proper operation of the flood control project. The Chena River Lakes Flood Control Project is located 18 miles east of Fairbanks, Alaska, near the community of North Pole. The applicable North American Industry Classification System (NAICS) code is 532490, The small business size standard for this NAICS Code is $32.5 Million. THIS IS A SOURCES SOUGHT FOR QUALIFIED PRIME CONTRACTOR FIRMS ONLY. Packages should include the following information: (1) Business name, address and business size under NAICS 532490 (2) If a small business, identify small business type (HUBZone, SDVOSB, 8(a), Woman Owned Small Business, etc) and DUNS Number. (3) Demonstration of the firm's experience as a prime contractor on projects of similar size, type and complexity within the past five years. List actual projects completed and include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed. (4) How much experience with Alaskan infrastructure work (years and type of work)? (5) What is the size/type/make/model of crane proposed to perform this work? (6) What are the qualifications of your operators/riggers? (7) What is the footprint size and configuration/layout of your crane's outriggers? Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. If the project is cancelled, all proposal preparation costs shall be borne by the offeror. System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award.
