Description

1. General Description: The San Francisco VA Medical Center and the VHA's HIV, Hepatitis, and Public Health Pathogens Programs (HHPHP), within the VHA Office of Public Health/Clinical Public Health (OPH/CPH), are seeking the services of a contractor that shall rapidly and readily create and update specialized clinical and educational content for national VA Intranet and Internet sites (www.hiv.va.gov; vaww.hiv.va.gov; www.hepatitis.va.gov; vaww.hepatitis.va.gov) related to the treatment and prevention of viral hepatitis and human immunodeficiency virus (HIV) infection, as well as maintain these sites. Target audiences of these sites are primarily Veterans and their caregivers and VA health care providers from a wide variety of specialties, including but not limited to hepatology, infectious diseases, internal medicine, primary care, mental health, clinical pharmacy, and nursing; VHA leaders at the facility, VISN, and national levels; non-VA providers; other Federal agencies; national and local media organizations; and the general public. VA is a national leader in the care of patients with HIV and/or viral hepatitis and these Web sites are critical dissemination and communication tools supporting HHPHP's mission. 2. General Task: Contractor shall provide professional clinical and technical staff to create, update, and deliver sophisticated specialized content, user experiences, and interfaces via the VA HIV and viral hepatitis Internet and Intranet Web sites, as well as mobile platforms and other applicable channels. Contractor will also maintain these Web sites and revise their format and architecture as directed by HHPHP and VA Office of Information Technology. Content will include, but not necessarily be limited to, topics relevant to HIV and/or viral hepatitis, with target audiences being VA healthcare providers for all sites, and, Veterans and their families/caregivers, non-VA providers, non-VA providers; other Federal agencies; national and local media organizations; and the general public for Internet sites. 2.1 To create, update, deliver, and maintain Web-based content with the latest information on the treatment of HIV and viral hepatitis, oriented towards VA health care providers and VA patients, with such information being accurate, evidence-based, and presented in compliance with VA policies and regulations. 2.2 Conduct regular biomedical literature reviews and post results from significant new publications to keep audiences up to date on changes in diagnosis and management of HIV and viral hepatitis, including but not limited to treatment guidelines, information on pharmaceutical therapies, management of side effects, and management of comorbid conditions. Monitor information from public and private organizations (e.g., US Food and Drug Administration, US Centers for Disease Control and Prevention, US Department of Health and Human Services, American Association of the Study of Liver Diseases) for changes in HIV and viral hepatitis guidance. 2.3 Updating the content of the sites on at least a monthly basis using various software programing languages and Web content management systems, and provide information on viral hepatitis and HIV for VA providers, Veterans, and their caregivers, as well as also updating site content to reflect the latest technologies, changes in VA policy, new pharmaceutical therapies and treatment guidelines. 2.4 Contractor's specific responsibilities include the following: HIV and Viral Hepatitis Content Development "Create, publish on Web sites and other channels as applicable, and revise as needed VA-specific educational content for Veterans and their families/caregivers "Create, publish on Web sites and other channels as applicable, and revise as needed VA-specific educational content for providers "Create, publish on Web sites and other channels as applicable, and revise as needed new patient FAQs "Participate in OPH Workgroup on VA hepatitis C treatment guidelines "Publish new VA/VHA guidelines and VA/VHA policies relevant to HIV and viral hepatitis on Web sites and other channels as applicable, as directed by the HHPHP Program Office "Copy edit, code, and publish VA National HIV and hepatitis C Clinical Case Registry data reports on relevant Intranet sites "Post summaries of, and when feasible, links to significant new scientific publications relevant to HIV and viral hepatitis on Web sites and other channels as applicable. "Promote Hepatitis Awareness campaigns (HIV Testing Day, World AIDS Day, National Viral Hepatitis Awareness Month and National Viral Hepatitis Testing Day) on Web sites and other channels as applicable "Create content, format, and architecture for the ESPRIT home page on VA Hepatitis Intranet site "Copy edit, code, and publish Hepatitis C Virus (HCV) Treatment Considerations on Web sites and other channels as applicable "Copy edit, code, and publish HCV State of Care report on Web sites and other channels as applicable "Copy edit, code, and publish Hepatitis B Virus (HBV) Information Letter on Web sites and other channels as applicable "Create, publish on Web sites and other channels as applicable, and revise as needed patient information fact sheets on Direct Acting Antiviral (DAA) side effects "Copy edit, code, and publish Station Data Reports Quality of Care on Web sites and other channels as applicable "Copy edit, code, and publish the Advanced Liver Disease (ALD) SOC report on Web sites and other channels as applicable "Create, edit, design, and publish HCV patient one-pagers on side effects on Web sites and other channels as applicable "Create, copy edit, and publish on Web sites and other channels as applicable other content as needed and appropriate, in consultation with HHPHP Content Publishing "Work with Content Contributors to ensure all Web content is current, clear, accurate, factual, relevant to the mission of HHPHP spell-checked, grammatically correct, consistent with current VA/VHA policy, and aligned with VA/VHA guidance on appropriate messaging for educational content. "Work with HHPHP to identify current and future Web content needs "Ensure that all documents and other content published to the Web sites or other applicable channels comply with the requirements of Section 508 of the Rehabilitation Act of 1973, and include all metadata required under Section 508 and its implementing regulations. "Prepare content for posting (design, markup, graphics, validation, metadata, Section 508 compliance, and format conversion). "Verify that legal requirements (including, but not limited to, compliance with Section 508, inclusion of required metadata, acquisition of permission to use photos or other documents protected by copyright, and acquisition of signed releases from patients in photos) for posting media files, documents, and photos submitted by Content Contributors have been met before posting. Web Management "Establish and manage a Web site management plan, procedures, and standards to guide Web site activities across HHPHP and keep up with changes to VA policy guidance and technical innovations "Coordinate HHPHP Web sites to ensure consistency of content and format and prevent duplication of effort and content "Monitor and analyze customer data and Web site statistics to provide reports to HHPHP that will inform improvements to HHPHP Web sites "Oversee efforts to continuously improve HHPHP use of the Web, including social media and other applicable channels, to communicate with its audiences, and meet strategic goals and priorities "Meet reporting requirements from HHPHP leadership and other managers in OPH "Monitor and implement best practices for government Web sites "Manage Web site information architecture, including design and navigation "Coordinate biannual reviews and updates of site content with Content Contributors and HHPHP "Oversee efforts to ensure broken links and technical issues are fixed timely "Analyze Content Contributors' needs and propose ways to use the Web to meet their goals 3 Contractor Personnel and Qualifications: Offerers are required to provide documentation and/or evidence of the following qualifications as part of their proposal. 3.1 Professional healthcare expertise requirements: As these Intranet and Internet sites are used by a wide range of audiences across the country, professional clinical staff must consist of licensed physician(s) holding board certification with the following qualifications: a.Seven years of experience in care of patients with HIV and/or viral hepatitis b.Seven years of experience in development of educational materials for both clinicians and patients in the areas of HIV and/or viral hepatitis c.Participation on national or international committees or councils developing policy and protocols for the treatment of viral hepatitis and HIV. 3.2 Requirements for Web site (Intranet and Internet) development, maintenance, oversight and customer outreach: a.Demonstrated skills and experience in creating, updating, and delivering sophisticated specialized content relevant to HIV and/or viral hepatitis, user experiences, and interfaces via multiple Web sites, as well as mobile platforms and other applicable channels, with target audiences being VA healthcare providers for all sites, and, Veterans and their families/caregivers, non-VA providers, non-VA providers; other Federal agencies; media; and the general public for Internet sites b.Skill in branding and designing messaging of information on multiple Web sites focusing specifically on HIV and/or viral hepatitis, with the primary target audiences being healthcare providers in and outside of the VA and Veterans patients and their families/caregivers. c.Development and copy and editing of original content across multiple Web sites focusing specifically on HIV and/or viral hepatitis, with the primary target audiences being healthcare providers in and outside of the VA and Veterans patients and their families/caregivers. Experience with TeamSite, VA's current Web content management system, is a must. d.Establish and maintain efficient production processes; maintaining routine daily and special project schedules for an organization operating multiple Web sites focusing specifically on HIV and/or viral hepatitis, with the primary target audiences being healthcare providers in and outside of the VA and Veterans patients and their families/caregivers. 3.3 Required two years of experience with languages & code and applications & platforms: HTML, XHTML, HTML5, XML, XSLT, XPATH, CSS, CSS3, Sass, PHP, ASP, JavaScript, jQuery, Shell, SQL, GIt, SVN, Drush, Unix, Adobe CS: Illustrator, Photoshop, InDesign, Premier, Compass, Firefox, IE, Chrome, Opera, Safari, Mac OSX, iOS, Windows, Android, Simulators/Emulators, XCode, Firebug, Pantheon, oXygen, Komodo, XXAMP/LAMP, Git, SVN, XML, DHTML, MySQL, PHP, AJAX, JavaScript, CSS, Drupal CMS, Google/Leaflet Map API tools, Web Services API. 3.4 Education: Preferred, but not required MD, PhD, Masters, and Bachelors - preferably in computer science or related fields for technical staff. 3.5 Additional requirements: Technical staff updating site content must have a close working relationship - ideally, be physically co-located - with the professional clinical staff and general familiarity with the subject matter for the site. Moreover, the technical staff must be experienced in working behind the VA firewall in order to maintain the hepatitis and HIV Intranet sites. Both technical and professional clinical staff must be knowledgeable about VA policies and procedures relevant to their specific responsibilities for content creation and Web delivery. Technical staff must be thoroughly familiar with VA mandates regarding Web page design and content and requirements. 4. Contractor's Quality Control Plan (QCP): The Contractor shall implement and maintain a complete quality control program (QCP) ensuring that all requirements are provided for, as specified in all sections of this contract. One copy of the Contractor's QCP shall be provided to the COR for review prior to contract performance. The QCP should describe the quality control processes used to ensure that accurate content is developed and published in a timely manner. The QCP should also describe the quality control processes used to maintain the functionality of the various Web sites in accordance with applicable VA policies. 5. Quality Assurance Surveillance Plan (QASP): The QASP will be used by the Government to monitor and evaluate the Contractor's performance, including but not limited to reports from Web site users. The Government will use both scheduled and unscheduled inspections of the Web sites to determine the validity of any reports from Web site users or any other data source relevant to Contractor performance. Performance will be documented by the COR as outlined in the QASP, along with the results and outcomes from any necessary corrective actions by the Contractor or the Government.
