Description: 1. Introduction/Purpose MODIFICATION 01/07/15 - STEPHEN JENNISS' EMAIL LISTED ABOVE IN THE ALTERNATE CONTACT INFORMATION IS CORRECTED TO READ: STEPHEN.JENNISS@FAA.GOV MODIFICATION 12/11/14 - ATTACHMENT 5, LABOR CATEGORIES, WAS REVISED TO REMOVE A COMMENT FROM THE DOCUMENT. The FAA has a requirement for support of 2nd level engineering efforts across all FAA lines of business (LOB) including, but not limited to, ATO-E, ATO-T and ATO-W. The National Airspace System (NAS) is the air traffic controller's tool that enables the Federal Aviation Administration (FAA) to fulfill its mission to provide safe and efficient use of national airspace. The NAS is comprised of radar target, weather detection, flight data and supporting processing systems, air traffic processing and display systems within the EnRoute, Oceanic, Flight Service and Terminal air traffic control environments, communications systems, flight plan data information systems, and NAS maintenance and support systems. The period of performance is anticipated to be seven (7) years that includes one (1) base year and six (6) one (1) year option periods. Individual contract terms and conditions are as follows 2. Incumbent Contractor (if applicable) There are two current contracts and contractors. Contract: DTFACT-09-D-00012: Enroute Computer Systems Contract: DTFACT-09-D-00010: ASRC Federal. 3. Nature of Competition The acquisition strategy for this procurement has not been determined at this time. The results of this Market Survey will determine the final acquisition strategy. The FAA may decide to do a full and open competition or set aside all or part of this procurement for small businesses, disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. 4. Standard Language (a)This is not a Screening Information Request or Request for Proposals of any kind; (b)The FAA is not seeking or accepting unsolicited proposals; (c)The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d)Any costs associated with the market survey submittal is solely at the interested vendor 冱 expense 5. North American Industry Classification System (NAICS) Code The NAICS code for this requirement is 541519 - Other Computer Related Services with a Small Business Size Standard of $27.5. 6. Submittal Requirements for Market Survey The FAA is requesting that interested companies submit responses based on their capability to perform the following: (1) the entire effort to include both Attachments 3 and 4; (2) the effort included in Attachment 3 only; or (3) the effort included in Attachment 4 only. The submitted Capability Statement (LIMITED TO 5 PAGES ONLY) must be presented in Microsoft word in size 12 Times New Roman text. It is required that respondees state whether the response is in regards to Attachment 3, Attachment 4, or the entire effort to include both Attachments. If the response is in regards to both Attachments please state this, as well as why the Government should consider procuring the entire effort as a single award, and all cost savings/advantages that would be obtained. 7. Other (if applicable) The acquisition strategy for this procurement has not been determined at this time, it is anticipated that two separate competitions and awards will be made; one competition and award for Attachment 3, Enroute and Oceanic Systems, and one competition and award for Attachment 4, Terminal and Technical Operations Systems. The information received in response to this survey will be considered in making a determination in whether to award two separate contracts or a single award for the entire effort. 9.
