MSC requires Light Emitting Diode (LED) lighting products and technical support to retrofit or replace fixtures onboard MSC vessels. The scope of work will include various Light Emitting Diode (LED) lighting products and technical support to retrofit or replace fixtures onboard MSC vessels. The Contractor will be required to provide products and services on a worldwide basis, for Government-owned and Government-chartered ships. The following products are anticipated to be required: • Fluorescent to LED Luminaire Retrofit Kits • Marine Globe/Refractor Style LED Luminaire with Stainless Steel Guard • Marine Hazardous Location Globe/Refractor Style LED Luminaire with Stainless Steel Guard • 2200 Lumen Marine Hazardous Location Globe/Refractor Style LED Luminaire with Stainless Steel Guard • 5000 Lumen Hazardous Location LED Floodlight • 9000 Lumen Hazardous Location LED Floodlight This requirement will be fulfilled through the multiple award of an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with firm-fixed-price delivery orders. The period of performance will include a base period of one year with four one-year option periods. This procurement is a commercial acquisition using FAR Part 15 "Contracting by Negotiation" procedures. Services are being procured by: Military Sealift Command DC Contracting, N10 914 Charles Morris CT SE Building 157 Washington Navy Yard, DC 20398-5540 The solicitation resulting from this notice will be posted on or about 16 January 2015. 17) Place of Performance: Work will be performed at the Contractor's facility and onboard MSC ships worldwide. 18) Set-aside Status: 100% Small Business Set-aside 19) Rationale for Small Business Strategy (as required by ASN(RDA) Memorandum, Improving Communications During the Market Research Process, dated 2 June 2014): Market Survey N1023-15-0003 was posted to the Federal Business Opportunities (FEDBIZOPPS) Webpage on 17 October 2014. The market survey included a synopsis of the requirement, including the specifications of each LED required, and specific questions designed to allow MSC to determine each company's capability in regards to this requirement. After a review of the market survey responses, MSC determined that there is a reasonable expectation offers will be obtained from at least two responsible small business concerns offering the products at fair market prices and therefore, this procurement should be set aside 100% for small businesses. MSC's Small Business Office concurs with this determination.
